Now, I don't think you're thought that through. Normally, an earthquake can damage one area, maybe a city, I dunno the science. Regardless, world-breaking earthquakes defy logic even with devil fruit power explaining it. Whitebeard's clearly a powerful guy if he's honed his devil fruit power that much.
Hey, Mr. 5 had a bomb fruit and was a weakling. Why couldn't he say, produce a bomb capable of destroying an island? With that in mind, why was Moria able to break an island with the power of just shadows? Shouldn't bombs be stronger then shadows?A rubber fruit sounds lame, but Luffy's done a lot with it. Devil fruits aren't game breaking or unfair. They're basically just a different outlet for power. If you're worried about Whitebeard's strength, then don't, I'm sure he's powerful regardless.
Enel is the only person in One Piece history to get a strong DF and otherwise be a weak fighter. Maybe Foxy too. Ao Kiji couldn't beat the SHs as bad as he did with just ice powers. The fact that he could attack the three stronger SHs at once suggests he has incredible skill and timing. Think about how much of these fighters power come from their fruit compared to their own abilitiy. Did Whitebeard get those scars by letting earthquakes do all the work for him?
I don't want to force my opinions on you, but…well you barely give an explanation for your opinion so I can only assume. Think of a devil fruit as a weapon. Is it unfair for Mihawk to attack an unarmed person with a sword? In real life, attacking anyone with a weapon is unfair, but in this world we accept it.

On another side, the "This is a bad message from Oda, as you need to randomly find and eat one fruit in order to be strong":
If people could stop sucking Oda's dick for a second, maybe you could try to understand why some of us feel that our expectations have been betrayed here.
Whitebeard was always referred to as "the strongest man in the world," he's freaking huge, and the sky was cleaved in two by the force of his battle with Shanks. Of course we would assume that his title referred to physical strength! We expected him to be unique among other powerful enemies in the series, something more in line with the older world of pirates like Rayleigh and Shanks.
You mean to say that you don't find it the slightest bit irritating that almost every one of the Officer Agents in Baroque Works, the Seven Warlords, CP9, and the Supernovas were devil fruit users? Oda's pretty much saying you have to eat one or you don't have a chance at making it in the Grand Line. I understand that the fruits are a huge part of the story and the way battles are handled in One Piece, and that would really be fine it it hadn't been established early on in the story that the fruits are, first of all, rare and secondly, a curse to pirates that takes away their ability to swim, a risk that few are willing to take. So it's not surprising that everyone and their mom has one? Really?
I'd assumed that at least the man at the top of the pirate world wouldn't have an ability, because it would really have set him apart and put him on a completely different level. Sure, it's entirely possible for him to be very physically strong while having a devil fruit, and that's been implied anyway, but then why give him one at all?
Oda's a great writer but there's nothing wrong with being disappointed in the decisions he makes once in a while.

I do believe that OneMoment is the right guy in this question.
And Mr 5 is a great example, he has one great fruit in the world, yet he didn't use it for shit and died.
As Crocodile said in Alabasta: "There are rookies that stay happy with their ability, however, guys like me like to progress their abilities in something better" while doing a Desert Spada, I believe.
This can be said for any other fruit, I'm sure that Miss Valentine can progress her fruit to be able to do more, so can Mr 1 (which did a fine job with the spinning blades thing), Mr 3, Magellan (Holy shit, that man is great at progressing it) and of course, Whitebeard.
I think that Devil Fruits aren't: "EAT TO WIN", they are a little edge that you can evolve in something amazing, much like an exaggerated version of the Katanas, sure, they are great weapons that are better than anything else, but it was really needed a great technique to use them well.
