Well, they have already left water seven, so in theory you could say that the water seven arc is over. It's just that the CP9 saga isn't.

Water7 is over once we reach Eneas.
Maybe its still the CP9 or shipwright arc….
But in physical terms of that island, were on a train right now. -
i dont think w7 arc wil be over im like 80% sure they coming back to w7 because of the stuff they left there like nami's orange plants?

I can still say Water 7 is not done yet, What happened in Anease Lobby started in Water 7
