Let's see…
- The Hat: you could probably get a hat of a similar shape and cover it with green fabric and either puff paint or sew the "L" on there... that's what we did to make a Luigi hat)
- The Gloves: you could find some white gloves and dye them a light gray
- The Bandana: find a green bandana (craft stores like Michael's or Jo-Ann should have them)
- The Mask: party supply store probably
- The Outfit: either that's a black spandex outfit or a black long-sleeved shirt with black pants. I'd go with the black shirt and pants, since that would be easier. You'd have to either sew or puff paint two big yellow circles on it.
- The Belt: you can find one that's the same shape and maybe spray paint the belt and clasp the appropriate colors
- The Shoes: just find some black shoes that are of a similar shape; I don't think it matters if they have laces or not.
-The Mustache: party (usually) and costume stores carry fake mustaches and spirit gum (to apply it). Pick a mustache that looks close to Luigi's, and be sure to do a test patch on your hand with the spirit gum to make sure you aren't allergic to it.
