I can't see kanji, I see these numbers instead, help??

I want to be able to see the actual kanji instead of this:

My version of FF:
Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.9.0.11) Gecko/2009060215 Firefox/3.0.11

I have tried every Unicode I have on there, nothing positive happens… I have tried ISO-8859-1, nada.

I hope I am doing this right, I go to View, then Character Encoding, and then UTF-8 is down on this preset list of encodes, then I click on it, and then it "refreshes" and nothing changes with those weird numbers that should be kanji...

Go to "System Controll" in Start Menu (sry don't know the correct translation of the german names)
Region an Language settings
Languages
Activate the two boxes below
you can see kanji

When you do that, Windows will also ask for the install CD because the Asian Language files are on it. If Windows cannot find these files automatically, then LosKnoggo's advice will not work.

I'll have to dig up the disc, but I don't know if that will work (I don't have an official disc, I have this copy that Gateway gives you with their system that doesn't look like an official version of Windows XP). I believe I have tried this, but I'll give it a go and report back with good (hopefully) or bad results, thanks for everything everyone.
