If you will start in 9 years its a bad idea to cast ppl already now. Humans tend to look different after 9 years. Imagine you find a good luffy whos 20 years old, when you start he'll be 29 and probalby no more interested in OP.

well, im a 13 year old girl. i cant just make camras and costumes and all the crap i need appear out of no where. i'll get it started ASAP, but i need to raise a lot of money first. i already have a nami and a robin, those are the only two i got. and i need costume designers and the whole thing. like i said i need time to raise money for all of this. so tell me, how long would it take YOU to do all this?

But I think a great plan of action would be maybe you can do like a series of live-action movies (provided that the first one is good of course) and each movie could cover 30 episodes each or a little more depending on how long the arc(s) being covered is/are.Example: First movie/From episode 1 to the end of the Baratie arc
Then the perfect ending for the movie could be where Luffy defeats Kreig and convinces Sanji to join up. And plus, Luffy and gang going out to find Nami would be the perfect cliffhanger for anyone who hasn't read the manga or watched the anime. And then people would be wanting to see a sequel. Then, if that's done right, then people will be begging for more before you know it.
So really, you should focus more on the story, script, how many episodes each movie should cover, what moments would be good cliffhangers, etc.
And save all that other financial stuff for when you're at least in your 20's

Personally, you're a little too young to be filming right now. Besides, most likely in 9 years you'll stop showing interest in One Piece. (When I was 11 I was a huge fan, I barely watch it now besides the latest chapters)

dude xD when i saw that i literately said "awsomeness~!" sanji cosplayers kick ASS. except me. i just look stupid xD only thing so far i've looked good in as far as cosplay goes is my almost completed Cheerleader Nami costume. other than that, not really good lol not to mention that last halloween i cosplayed as alabasta nami and almost every house i went to asked me "arent you cold??" it got annoying after awhile. but still awsome cosplay! xD totally pwns me lol

My point was that people will 1.) look different in 9 years and 2.) will maybe be no more interested in OP or you loose contact to them.
Well... Sry I dont look relly like any One Piece character yet... maybe in 9 years, though.
