Coming from a Muslim family and having been about much of the Muslim world (the Maghrib, Saudi, Egypt and Syria and the Indian subcontinent) I can personally attest to the widespread anti-homosexual attitudes in these regions. But let's not get ahead of ourselves and make this a Muslim issue, take half a minute and observe it is primarily an issue of poverty, as overt homophobia is also especially strong, as Zephos pointed out, in all of Africa and especially the Caribbean. I think Jamaica was called one of the most homophobic places on the face of the planet, along with some of the other West Indian islands, and those are almost exclusively Christian and dirt poor.
Hell, this thread is about trannies so how about you do a quick google search on hijras in south Asia and get back to me on homosexual attitudes.

No, there is no "public" dress code that Bon Kurei's outfit violates. "Indecent exposure" is the only real law that's enforced for the general public, which his clothes are a long ways from violating. A private establishment could ask him to leave if they feel he's bad for business. If he refuses, they could have him arrested for "trespassing."
