      Japan Pays Foreign Workers to Go Home

      HAMAMATSU, Japan — Rita Yamaoka, a recently jobless mother of three, faces a heart-wrenching decision. The Japanese government has offered to pay thousands of dollars to fly her family home to Brazil.

      But if she takes the money, Mrs. Yamaoka and her husband, Sergio — a Brazilian national of Japanese descent — must agree not to seek work in Japan again.

      The repatriation offer is part of a new drive to encourage Japan’s sizable pool of Latin American factory workers to leave the recession-wracked country.

      “I tell my husband that we should take the money and go back,” said Mrs. Yamaoka, 36, her eyes teary after a town hall meeting where local officials laid out the terms of the program.

      “We can’t afford to stay here much longer,” she said. “I feel immense stress. I’ve been crying very often.”

      Mrs. Yamaoka and her family settled in the industrial town of Hamamatsu, in central Japan, three years ago, at the height of Japan’s export boom. But in recent months, both she and her husband have lost their auto factory jobs.

      The Yamaokas are undecided on whether to leave. But at least 100 Latin American workers have agreed to leave Japan on the understanding they will not return, according to Japanese officials.

      Critics denounce the program as short-sighted and inhumane, and a threat to what little progress Japan has made in opening its economy to foreign workers.

      “It’s a disgrace. It’s cold-hearted,” said Hidenori Sakanaka, director of the Japan Immigration Policy Institute. “And Japan is kicking itself in the foot… we might be in a recession now, but it’s clear it doesn’t have a future without workers from overseas.”

      Japan’s repatriation offer is limited to the country’s Latin American guest workers, whose Japanese parents and grandparents emigrated to Brazil and neighboring countries a century ago to work on coffee plantations.

      In 1990, Japan — facing growing industrial labor shortage — started issuing thousands of special work visas to descendants of these emigrants. An estimated 366,000 Brazilians and Peruvians now live in Japan.

      The guest workers quickly became the largest group of foreign blue-collar workers in an otherwise immigration-adverse country, filling the so-called three-K jobs (kitsui, kitanai, kiken — or hard, dirty and dangerous.)

      At the packed town hall meeting in Hamamatsu, immigrants voiced disbelief that they would be barred from returning. Angry members of the audience converged on town officials. Others walked out of the meeting room.

      “Are you saying even our children will not be able to come back?” one participant shouted.

      “That is correct, they will not be able to come back,” a local labor official, Masahiro Watai, answered calmly.

      Claudio Nishimori, 30, said he was considering returning to Brazil because his shifts at a electronics parts factory here were recently reduced to three days a week. But he felt anxious about going back to a country he had left so long ago, he said.

      “I’ve lived in Japan for 13 years. I’m not sure what job I can find when I return to Brazil,” he said. But his wife has been unemployed since being laid off last year, and he can no longer afford to support his family, he said.

      Others have made up their minds to leave. About 1,000 of Hamamatsu’s Brazilian inhabitants left the city before the aid was announced. The city’s Brazilian elementary school closed last month.

      “They put up with us as long as they needed the labor,” said Wellington Shibuya, who came to this industrial city six years ago and lost his job at a stove factory in October.

      “But now that the economy is bad, they throw us a bit of cash and say goodbye.”

      He recently applied for the government repatriation aid and is set to leave in June.

      “We worked hard, we tried to fit in. Yet they’re so quick to kick us out,” he said. “I’m happy to leave a country like this.”

            thats kind of wierd, considering historically how much time japan has spent cut off from the rest of the world. before long theyre going to be a bunch of inbred, hemophiliac, 12- fingered freaks!

                I think the "barred from returning" bit is quite short-sighted, especially since the guest worker program was extended to Latin Americans of Japanese descent, so I don't smell strong racism or anything from the move.

                I don't quite understand why they want the ban, since the recession was not the fault of the guest workers. Perhaps they think the recession is here to stay? 😕

                        I'm brazilian, and while I understand what Greg is talking about (blaming xenophobism for everything is a bad move), you can't just kick people out of the country, even if you give them money, I mean, people build lives there and they can't just leave everything away, I don't think it's xenophobism, but I think they should come up with a less radical move.

                          As I understand, and as has been reported, it's an option, they're not simply kicking people out of the country, they're offering them economic stimulus for doing Japan a favor.

                          Japan has initiated a number of 'creative' ways to deal with the depression.

                          More creative than the traditional method which is to throw yourself in front of the Yamanote Line during the morning rush that is.

                          One of them is to give everybody who lives here, even foreigners, the equivalent of $120, just for being in Japan, to go buy some shit with.

                          This is an idea to get Japanese people working.

                          Schools in my area have started taking on janitors they don't need just to get more people to work.

                          "But Greg! Immigration! Blah!"

                          Bullshit.

                          Japan isn't interested in immigration. They're interested in tourism. They want foreigners to come here by the droves, spend their money at shitty stores and then go home before they start to stink. Hilariously enough they suck at promoting tourism and the most extensive tourism promotion I've seen for Japan has been at NARITA AIRPORT.

                          In the end I see where they're coming from and it's 'ambitious' but it's also like fixing the seat cushion on a car that needs a new engine, it may look better but it still functions like shit.

                          But the whole, "JAPAN HATES ME!!!! BAAAAAAW", is fuckin' naive and ignorant.

                          No shit they can't deal with us. They're Japanese, we're not.

                              2. I follow their rules only as much as I have to.

                              I don't bitch and moan about having to go to work on days where I just sit at my desk doing nothing for 8 hours.

                              I go to their many (many) monotonous ceremonies without complaint.

                              I sort my garbage when I know others are looking.

                              I don't make promises I can't keep for schedule making.

                                          Yeah, my father was telling me about this earlier. Not that I don't expect the Japanese to be racist as hell all the time, but really, this is pretty terrible. Not to mention the "oh, and don't ever come back kay?" Even if they're not forcing them and it's just an incentive, it still shows some pretty ugly ways of thinking.

                                              First off, from what I can tell, it's only those from Central/South America that are being deported like this. From what I can tell, they caught wind of the illegal immigration happening here in the US and are using their power to "stop the problem before it starts".

                                              As it is, I still plan on moving to Japan. I know it will be tough to learn the language, I know it'll be tough to be tolerated due to my american heritage. I know that it will be hard to be accepted because this and, despite all this, I will still work for it. Besides, I've lived with a raving psychopath for the past 19 years of my life (I turned 20 last week). Therefore, if I can build a tolerance for such a hateful, spiteful bastard like that, I can put up with racists.

                                              So this doesn't discourage me one bit. I'll force myself to make myself fit with the society there no matter what. As it is, I'm actually quite a civil and sophisticated person here and, after visiting Wikipedia frequently, I can teach myself to be sophisticated and civil in Japanese culture.

                                              Remember, when it comes to anime and heresay, not everything there is as it is in Japan. It's how some people in India still see us as we (as the culture) existed back in the 1960-70's.

                                              All I have to do to make it easier on myself is just to a crapload of research from sources of non-fiction. It still won't be easy even after I become fluent in conversational Japanese. It still won't be easy even after I learn all I need to know about society and culture of modern Japan. It still won't be easy no matter what I do for however long. But that's something I have to persevere. Living in a country with completely different rules to your own is always gonna be insanely hard. I've taught myself so much about society thus far that I apply it to my own everyday life. For example, I never make eye contact with anyone that I'm talking to. When talking to passersby, I avoid looking them in the face in general.

                                                they should just leave then, and find new jobs. Sure that 1-2000 will help pay for the flight and moving fees, but they're better off just paying out of pocket instead of abandoning people they love.

                                                  That has absolutely nothing to do with it.

                                                  There is a large South American population here because of a similar stimulus program that invited relatives and family members of Japanese living abroad in South America, to come 'back' to Japan for work.

                                                  Since the slump hit Japan is now finding itself without fuck all for its own people so it's basically doing the opposite of what it did before.

                                                  No matter where you go, there you are.

                                                          There's IMMIGRATION in Japan?! I think I legally died for a second after reading that!

                                                          Seriously through, this should not surprise anyone who knows anything about Japan. You'd find more understanding and acceptance in a pit full of hungry tigers while wearing a bacon suit. I feel bad for these people though (the foreign workers), and I think that Japan should at least allow people to return, least it damages it's reputation around the world even more.

                                                          So many people in the world. And so many bullets. Lots and lots of bullets.

                                                            What im not getting is the whole and you can never ever come back thing. Didnt these people do a good job while they were working there? And if the economy picks back up again in a few years and alot of additional workers are needed once again couldnt this particular workpool become pretty handy again? Not that id want to after being kicked out tho.
