What they did in the A-ha clip is called rotoscoping and an invention of the early 20th century. You film live action material and draw over it frame by frame. Toei is imitating that style with this punch and the movie 6 one as well. So It reminds you of A-ha because it's one of the most popular scenes of lots of clips / movies using this style.

Rotoscoping was actually used in the One Piece short with Movie 2, Jango's Dance carnival.
And hell yes Take On Me is classic, I love the 80s.

The ending TKO punch did fade out to black and white. It actually lasted longer than this scene in the anime, too.
