Yeah, he actually looks like a cat, though. It isn't new by any means so there are quite a few figures (pretty expensive, though; Most items aren't less than 100$).
If you want figures, your best bet would be to look into what Marvel Select is releasing. They release new figures every month and pre-orders for a few months down the line can save you a lot of money. I can look out for any upcoming figures if you'd like me to.

Cat-face occured 8 years ago. X-men Forever (being written by Chris Claremont and continuing where he left off in the 90s) will use the non-cat face version.

Nope, lol, the one you circled is the Beast from the 90s.
The picture that you have is the figure of the cat-faced version.
AFAIC there are 4 main forms of Beast:
1: Human with Big Arms and Legs
2: Human with Blue Fur and Big Arms and Legs
3: 80s-90s beast (All Blue/Blue Fur and Big Arms and Legs)
4: Same as 80s-90s Beast but a cat-face

As far as I know there's no Fran figure. The FFXII action figure line only included Vaan, Ashe and Balthier. Why? I have no idea. The FFX line had Tidus, Yuna, Lulu, Auron and Kalamari, so they could have had Fran and Basch in the FFXII line, but that's not what happened.
Fran has next to nothing in terms of merchandise. Only thing I've really seen her featured in is a huge PVC statue with Balthier based off a piece of artwork which costs close to $1,000.

According to play-asia, about 36cm in height. Well, the price of a sculpture is comparable to the price of a painting, so there's some reason for the high price.
