i think he does imate people like in the first fight with crocidle he used a attack to take a bite out of crocidle. just a arc before was his fight against wapol. another time was when he fought arlong he used gum gum net. just before he was traped by a net by don criege. it seems like some of his enemys give him new ideas.
I don't remember the exact part that you're talking about with Luffy, but…
"Nmaa" is an odd and non-mainstream vocal noise in Japanese, comparable to the strange laughs that Oda gives nearly every important character. "Maa," on the other hand, is a common sentence starter that could roughly be translated as "Well..." or "So..."
I stipulate that Luffy was not imitating Iceburg.
