How come Sanji had so much trouble with Blueno on the train but had little difficulty dealing with Jyabura who is far more powerful than Blueno?

I think it was said that Blueno's Tekkai was the strongest of the group, and Blueno did get the drop on him with Air Door.

The excuse I like to use is that Sanji was tired after the fight with Wanze giving Blueno the advantage.

Blueno door fruited the hell out of everybody on the train from what i remember.
He just started HEART-POKING ppl and such then ran off. Jyabs stuck around and tried to fight mano e mano. -

I'm fairly sure that was never said, actually if there was a Tekkai specialist in CP9 it was Jyabura, the only one able to move while pulling it and even naming his style "Tekkai Kenpo".
Anyway, everyone was owned by CP9 before Enies Lobby, even Luffy had trouble with Blueno back in W7. -
It was the air door that was throwing everyone off, but if I remember correctly Sanji did some spinning attack that launched his kick so hard Blueno felt it during is tekkai, but then had to leave right away.

Yeah Sanji's Concasse was able to break Blueno's Tekkai. (Favorite move ever. It's even better when he does it from the side too like he did to Blueno)

It was his resolve. After he heard that Robin wanted to live and sail with the Straw Hats he became that much stronger. Just Like the rest of the crew.
Even Luffy couldn't break Blunoe's tekkai in the first fight and Zoro had trouble dealing with Kaku.

Minor nitpick, but on further observation the earlier fights between the CP9 were organized in certain ways. For example, Lucci took Luffy's gatling with his tekkai while Blueno only blocked a kick. The circumstances worked in their way the first time. Though yeah, the Robin and resolve thing is true as well.

Yeah, pretty much what everyone was saying here. The element of surprise and distraction and DRASTICALLY reduce a person's effectiveness, no matter who they are. In Sanji's case, he could brake through Blueno's tekkai and would've beaten him if it was a one on one fight and that was the focus. Even when he fought Jyabura, he had some trouble causing enough damage to him becaues of the tekkai and that's why he had to use Diable Jambe. But with the first encounter's with CP9, the Straw Hat's were focusing not on fighting them, but on getting Robin back. Also, they had no idea what their abilities were so they were completely unprepared. Zoro successfully held of Kaku but as soon as he placed his attention somewhere else he was hit by Shigan.
So overall, the strength was there to begin with, but it was impossible for it to be used to it's full capacity because of all of the other factors that were in play.

I think the reason why sanji couldn't beat Blueno and was able to beat Jyabara is because maybe he doa doa fruit is really surprising and that the ranking system is just based merely on strength (said by jyabara)

Prior to Enies Lobby, the Straw Hats where mainly gauging CP9s strength. Like for instance Luffy wasn't going all out in mansion, they weren't all fighting seriously/at their fullest, etc. They weren't used to fighting those kind of opponents. At least thats how I see it. They didn't just suddenly gain a ton of strength and speed between Water 7 and Enies Lobby.
Also douriki can probably measure more than just physical strength. Is it just a coincidence that Lucci had a far stronger tekkai than Fukurou or that he could see Gear 2 Luffy while Blueno couldn't? I don't think so. How about Califa having one of the lowest dourikis and Sanji being faster than her, but around equal in speed to Jyabura?
