Where did you hear this? Because that could be amazing, and what I always wanted from the series. A filler-less version.

If they want a definitive story, why not just do a full new version of DB from start to finish with no fillers in '09 animation? Why the heck start from DBZ when a lot of the best moments happen before then? The series is essentially classic shonen but a lot of it is just typical anime measures to keep a series going for a full run.
Because the Path to Power movie pretty much covered all the highlights of the original Pilof story (the character introductions) and the Red Ribbon Army in 90 minutes. Yes, it missed a lot, but it really hit a lot of the high notes for something that short, so theres no real need to revisit the original DB material.
And also, alas, even though Dragonball is better than DBZ, DBZ is the more popular part of the franchise by far.

That sounds about right. On average, a single chapter was padded out to be an entire episode, even though a single chapter is only worth about 7-8 minutes of screen time. (The same thing happens in OP and Naruto) it was then filled with grunting, energy charging, and other characters having reaction shots of "Oh my gosh! He's so powerful"
And then there's the actual EPISODES of pure filler, especially between arcs. In the first arc alone, there were about 15-20 episodes of filler during the year of training. Goku having accidents on Snake Way, Gregory, Gohan and the Robot and the runnaway kids, Tenshinhan and Lunch, Gohan turning into a giant ape TWICE (only once in the manga…) Vegeta and Nappa ona planet of bug people, etc. then you figure once the actual fights arrived there was filler like Nappa running around and destroying fleets and stu... and anything with Bulma on Namek... the entire Garlic Jr. and Otherworld tournament sagas... Frieza and Cell transforming to their final forms took an ENTIRE episode... but took one panel in the manga. During the Frieza saga there was an entire episode of flashbacks of stuff that had just happened... During the Cell Games, 95% of the stuff with the camera crew was filler, when Gohan grew up he had LOTS of adventures as the Great Saiyaman, but Videl figured it out pretty quickly in the manga... etc.
Yeah, bout 2/3 filler seems absolutley right.
Yes, some of the filler was great, (Gohan's adventures while training with the tiger, trex and robot, Goku's driving lessons, some of the expanded fights) but a lot of it... not so much so.
