Well since this thread seems to be based on the assumption that the devilfruit powers are somehow genetically encoded into your double helix and thus hereditary, does it really matter what we discuss here?
Didn't Oda mention something about only once person being able to have the power at once? or was that only one devilfruit at once? must have been the first right? otherwise there would be a new fruit shortly after the first was consumed.
Dumbprediction: Devilfruit users can't have childern. When inseminating a woman (or in the womans case gettting inseminated by a man) the seed of the devilfruit belonging to the DF user is planted in the womans womb. And when the woman gives birth the fruit pops out instead of a baby.

Where did you get the number 90% from? I'm unfamiliar with that particular number and all i get from wikipedia is that human bodycells are made up of 65-90% water (which I belive the cells with 90% water is in a vast minority.. probably only braincells have that 90% water ratio.) Hmmm looking up the chemical composition of the body the TOTAL ammount of oxygen and hydrogen only make up for 5/7ths of the mass. That is only ~72%.. and I'm assuming not all of the oxygen and/or hydrogen exists as water inside the human body so the acctual number can be a few % lower.
But all this is besides the point. It still wouldn't be submerged in water but rather bodily fluids which i doubt counts in the context.

Um well i think the question should be more about why pirates dont have their families on the pirate boats instead of why dont DF users marry. Almost all DF users we seen or met in the story or manga have either been a pirate, marine, or solider/private collector.
most likely dont have a family because they didnt want one or didnt think it would be right to start a family as a wanted man/woman needing to go from place to place to hide.
But if you would like some filler proof of a DF user then you have that one fat guy and his family who hunted pirate flags, i believe almost all of them were DF users and he had the hots hots no mi or something like it.
Im more interested in what happens when a df user have children, could it be possible for your child to get some of your abilities or maybe get possed by the devil from your fruit if your carrying it in your stomach. But i doubt we'll ever know that kind of stuff.

I don't know why people are mocking this thread, it seems to be a legitimate line of questioning. Would a devilfruit user, that had kids, have kids with the same powers?
Up until now, we HAVEN'T seen any DF users with kids, which is kind of odd, but then, most users have been in their teens-early 20's, not to mention constantly traveling pirates/marines, who obviously wouldn't bring their families along with them, or just wouldn't have a family yet.
I'd say that, given Oda's statement that only one devilfruit user of a kind exists at one time, that the powers do NOT become hereditary, or else we likely would have seen a family line of a certain fruit by now. (Like the Alabasta royal guard always having the bird fruit or something.)
Devilfruit users are NOT mutants like the X-mEn, they're more or less MAGICALLY enhanced, so I'd say they CAN have children, but those children won't by default have any powers.

(Luffy with his stretching and gear two and inflating, Robin with reproducing any part of her body, Smoker's ability to completley surround a person, Bon Kurai's ablity to mimick any person down to the last detail, etc.)

Oda already answered this in an SBS or databook or something.
Baisicly it's not possible. The power of the fruit is given at the first bite, after that it turns into an ordinary fruit that taste really horrible. Since it's physically impossible to take a bite at the exact smae time down to the very smallest fraction of a second… well only one person gets the power of that particular fruit.

Only one person has any power at any given time. Oda's stated this before.
As such, logic would tell you that kids wouldn't inherit the power.
