He was born in East Blue, I guess his execution was special in that he was the Pirate King, it could've been a request(since he surrendered himself). The location was his hometown.
Why would Shanks stay there for any period of time?
Most alcoholics wake up in a drunken stupor thinking they have been there for the first time. With his party all the time pirates I'm sure this could've continued for years. Plus it was where his former captain was from(East Blue) he could've been looking for something…..

He didn't Garp left them there. Seems Dragon had little to do with raising them. As to why Garp left them there, he wanted them to be marines. A good place to do that would be a weak ass sea where pirate activity is not much to speak of. It could also just be where Luffy's or Ace's mother is from and thus they stayed close.

I think Zik pretty much nailed it. However, I personally think there may have been more to Shanks' stay in Luffy's hometown then we're currently aware of. Or perhaps it was meant to be a short stop and Shanks took such a liking to Luffy that he decided to hang around, or maybe he did it in spite of Garp. Who knows, maybe he just felt like relaxing for a while.

Ah… That's to bad. Thanks for the info though. Although Shanks being in East Blue years after Roger was executed is something I would like to see mentioned in the manga. Not to mention Buggy's presence.
Garp is a funny guy though. Showing up in East Blue after Luffy has left to pick up a nobody like Morgan 'the broken chin.'

Actually I thought it was stated that they had been in a seriously rough battle and went to east blue to rest and gather there strength before going back to the grand line. The were seeking for the calmth of East Blue because they'de be quite safe there.
Perhaps I dreamt this but it could be a reasonable explanation

Buggys presence is already explained. Both Buggy and Shanks were present at Rogers execution in Logue town. After that they built their own pirate crews and then proceded into the Grand Line. Buggy just took that much longer then Shanks.
