Crocodile seemed to have lost all will in prison, hence the reason he refused to break out. Enel is still running strong; and I'm quite sure that Oda will advance the Space Pirates plot with Enel at its helm. Enel could more than likely last in the New World, so there's plenty of time.

OR Oda can give an Ode to Dragon Ball Z by having Usopp or Sanji OHKO Enel when he returns in all his glory. (Like when Gohan kills Freezer when all the baddies escape from hell). Wait…was that canon or anime / movie?

Don't really wanna start off a DBZ thing here, but Gohan was theoretically supposed to be superior to Goku. But then, its hard to find consistency in DBZ.

For some reason, I can always think of Crocodile returning as a "repented" man and "joining" the Strawhats in order to stop something like Ace's execution or the Shichibukai war against Whitebeard. Seeing Crocodile help would be cool in my opinion.
As for Enel, i think he's stuck on the moon. Don Krieg is jsut… Don Krieg. I've also imagined Kuro returnnig in disguise and donig... something. Good? Bad? Who knows.
I also think there is a possibility of Perona meeting up with another Strawhat that Kuma Paw'd away. Possibly Nami or Robin or (wouldn't this be funny?) Usopp.

I personally think Perona will reappear on a chapter cover story arc. I could be wrong, but I think it would be very entertaining.

Of all the people, Crocodile has the best chance of returning, honestly. In a lot of ways, Crocodile is like a burnt out, defeated version of Luffy. There was a picture someone drew of him as a kid wanting to be Pirate King… that's exactly how I picture him when I think of a younger Croc.
Besides, he showed he doesn't even care anymore about losing. When the prison break happened, he refused. So he either has something planned or just wants to try something different. He's too smart to just disappear. When Impel Down is shown later in the story, you can bet he'll make a cameo. (And Spandine will too, hopefully, but that's another story)

- Buggy --> Buggy arc. (Reappered)
- Jango --> Kuro arc. (Reappered)
- Hacci --> Arlong arc. (Reappered)
- Wapol --> Wapol arc.
- Baroque Works --> Crocodile arc.
- Enel --> Skypie arc.
- CP9 --> Eneis Lobby arc.
We have no cover story about the don Krieg arc as you can see, all the people in the cover stories are appearing again.

Obviously Croc has a great chance to show back up.
He's an ex-shickibukai in trouble for trying to take over a country. Thats got to be worth lot of street cred for the other inmates in Impel down. He'll either live as the big cheese among the prisoners of Impel down or plan an escape after he's joined forces with a few dangerous individuals.
