I was wondering if you guys could explain some of the changes made to the anime after the timeskip. It's very easy to notice that skin tones are more monotone and colors are more washed out; everything seems brighter.
What were some of the decisions behind these changes and is there anything else that is notably different after the timeskip?

color designer, Character designer, and series director have been changed few years before timeskip, however the master character settie and color settie already have been made for the crew by the old staffer, but since the crew members appearance have been changed after 2 years, they start designing them as a new characters.
Read 2 pages back, Luffy has a different skin tone only in the new scenes in the opening sequence but I think that's about it.

EDIT: Update, watching 681 and already 2 shots with blood have been censored. Is this just because of the terrorists events that occurred at the same time, or do they purposely remove blood for broadcast? I distinctly remember Dressrosa lacking a lot of bloodโฆ

I need previous opening sequences which were updated for both the home video release and stream.
For Dressrosa a string of 3 episodes (679 to 681) are uncut only for the home video release, the stream shares the same footage as the broadcast. From 862 on there is no moving blood up until 689 when blood comes from Ucy's mouth after being attacked by the Doffy clone.
In a specific scene during episode 690 after Dellinger attacks Suleiman, he licks his lips but there is no blood. Both versions are the same but seems odd comparing with the manga. I think the animators would told to tone it down, though the anime doesn't include much flying blood a lot at time anyway. The outcome may have been the same.
What's really strange is that 40 episodes later (721) there is just one shot that is different that shows less detail to what remains of Law's severed arm, you could argue that it looks less graphic on the home release and it makes no sense why it edited. If it isn't censorship, maybe they forgot to save the episode's project file correctly? lol
Y'know I just noticed this re-watching the newest episode but Yusuke Isochi's style seems to be the successor to how Eisaku Inoue drew the characters. The oval like shape of the faces an way he draws the eyes gave me that impression.
Speaking of old Raws, can anyone find good HD raws of opening 6 from TV broadcast? There's an animation retake that was lost in the home media versions.
TV Broadcast: @0:54 Nami approves gives an OK sign and Sanji dances with hearts. Chopper falls out of the tent like a spaz.
DVDs, Crunchyroll, Funimation, etc: @0:54 Sanji remains bowed for the entire scene and Nami sits up slightly. Chopper was never seen again.

It's definetely interesting. I have noticed everything seems a lot more brushed out after the timeskip. Good example: http://imgur.com/a/gL3I9 Although it may just be me, it seems the color palette has become more crisp and resembles pre-timeskip more since the start of the Wholecake Island Arc. I don't know if the change in staff has resulted in this, but it's definetely a possibility.
The fishman Island screenshots and many other can't really be compared because they're using intentional blurry filters for being underwater/in darkness/etc. Toei didn't do that so much before the timeskip but yeah it contributes to the whole change of aesthetic..
Since WCI the color palette has changed slightly, it looks more vibrant, it's extremely hard to tell but yes I think they went for a color scheme between what they had before and after the timeskip. Blacks still aren't as dark as they should be so that indicates they're still using a filter of some sort. WCI looks more bright as a whole and the art so far is fantastic, in general they've went for a wider variation of colors for everything.

Here's a comparison of HD streams, not from broadcast. Someone on this forum specifically said that even after the show went widescreen you still can't get better than DVD.
In HD it's a mixed bag. Much of the time the backgrounds are in full 1080p quality with details that you wouldn't see on DVD. However the character animation itself can take a beating and become pixelated when upscaled because it was drawn at a lower resolution, look at Luffy vs Lucci for example above.
So yeah Toei are rendering these straight from project files which is great for preservation, they could release these in 4K if they wanted, but of course the problem is that items drawn in the software will eventually go above their intended resolution and then more and more pixelation becomes apparent.
You can see from the images what the black used to look like for characters hair, also the difference of upscaling methods between Impel Down and Marineford that gave everything a soft blur.
Anyone know what I'm comparing and the differences you see?

Isochi Is Bad when it come to action scene, i remember him animating fight between violet vs doflamingo , but he can draw very well the faces
takara is good for both ( animation and detail of character draw) : he did some key in last opening : brook + chopper and franky vs marine
so for me i prefer takara + he remind me alot of Naoki Tate style
Takara's smeary style lends itself very well to action scenes, of which that chapter had plenty of.
Also, I have a question for those more well-versed in this: is there any particular logic in the order animators are listed in in the credits? I've generally assumed it was the amount of cuts/work each animator did, but that doesn't always seem to be the case, like Tomita doing a few small cuts towards the end of this week's episode yet being at the top of the list?

How was Viola vs DoFlamingo bad? If anything it was decent considering the toll Film and heart of gold took on the series. Isochi supervised episodes 646,670 & 698 which were great in terms of action.
Takara is good for both ( animation and detail of character draw) : he did some key in last opening : brook + chopper and franky vs marine
His art is usually all over the place, sometimes very bad, and the animation in his episodes is choppy and slow. That bit he did in the opening was the best looking thing he has ever done for the series. Naoki Tate's Animation is fast and fluid while Tamara's is choppy and slow. They're polar opposites imo.
Isamu takara is one the best animation directors to work on one piece and currently the best followed by Ito and ichikawa, is isochi is still great but just on nakatani level.
Isamu takara hyper detailed smear style is a treat to watch, the guy drawers some sato level muscles.
Best op animation directors in my opinion ever.

it's based on amount of work including LOs as well. it can be that he did LOs for other animators or just draw lowkey still shots beside his notable scenes

While One Piece does have some staff members who do it no favors, anyone who says it has shitty animation should be forced to watch Kaido's entrance followed immediately by Super Shenron's summoning in Dragon Ball Super since they aired around the same time and had a massive quality gulf between them.
Also, recently a number of World Trigger clips were uploaded to sakugabooru and one of them was by Koizumi and it was interesting to notice that his work still had all the same design quirks (thin and angular with sharp shadows) he had developed by the end of his tenure on One Piece. Also, it was kind of weird seeing Tomita animate on non-One Piece showsโฆthough it looks like he's a perv regardless of what he's working on, heh.

Actually I'm almost done with it, just there is an issue with the last part of the film, we still don't know who did most of the scenes, we are waiting for Watanabe who was responsible for the final part to confirm the animators. So, I can't release the MAD until the main scenes are known.

It feels way more severe than that. Take any picture from post-timeskip and increase its contrast and lower its brightness by 10. Voila; Pre-timeskip.
