Glad I'm not the only one who doesn't like Inoue's art for the show. Animation was great, but the character design didn't resemble One Piece at all. Everyone was too shiny and overly detailed and it only made things jarring when every few episodes would be like that. I think the animation directors that they have now are great and should stay on the show. My personal favorite animation directors are Katsumi Ishizuka and Masayuki Sato though I don't know how often they direct as of late.

Inoue's artwork more closely resembled the manga and was a departure from Noboru Koizumi's designs for the first half of the anime. Most of the old AD directors stuck to Koizumi's style while the only one who mimiced Inoue's artwork was Naoki Tate. Kazuya Hisada eventually managed to make a style that seemed more manga accurate and seemed like it incorporate aspects of both Inoue's and Koizumi's artwork. The "shininess" didn't start to crop up until Enies Lobby and that was because of the key animators on his team, a few who are still with the show but don't assist on his episodes anymore.

Sato seems to be the designated movie guy now, as he helmed Strong World, Z, and from the images released so far seems to be back in the saddle for GOLD. He's also done a few bits for some of the openings (notably We Go's Straw Hat row call and Hands Up's shots of Vergo, Caesar, and Monet. I think he also drew all the character illustrations for the recent round of character song singles. I don't know what Ishizuka's been doing since his contributions to Punk Hazard, but he did draw some crowd scenes towards the beginning of episode 697 (which despite being almost entirely static were the best-looking shots in the episode).
I kinda wonder what Masayuki Fujita's doing these days. He came and went fairly quickly by One Piece standards (Ice Hunters through 2/3 of Sabaody) and it seems that Deguchi inherited his will so to speak.

Oda's style has changed many times since the beginning… At first the characters were a lot rounder and more cartoon like... from alabasta and all the way to enies lobby the characters looked slicker and somewhat more realistic(at this point naoki tate's and eisaku inoue's style resembled the most to oda's) ... From impel down to where we are currently... oda has developed a style(in my opinion) that doesnt require to much effort (but still looks pretty good) and thus he can spend more time on the story... the characters are a lot less detailed for the most part expect for some important parts and double pages

I don't know man, Inoue's art was just way too overly detailed for me. It doesn't need to be overly complicated and I feel like Hisada's characters designs worked best for it and oh man, don't get me started on Tate.

At the end it really is all about preference… And if hisada didnt work with the worst key animators(excluding freelancers like shida) his episodes would be much more enjoyable

Is it me or that most of Odz's fight consists of Odz doing http://www.taigamek.mobi/2016/01/tai-tap-kich-mobile-choi-dot-kich-online-android-ios.html 'time-freezing-attacks' and there are much 'lag-time' in delivering the next attack.( Where the background are colours) I preferred the battle animation for the EL arc where the attacks arent 'time-freezing', and they are carried out in normal time, with much of the attacking sequence carried out normally.
Its kind of really hard to explain this one.

It's very important.
The series planners are responsible for taking the original idea or concept from a manga series and help it make the transition to animation. They often choose what part of the story to do, help choose the staff, and bring everything together so that the staff can begin the production process.
