This has been irritating me for awhile, but is it possible for someone to be that powerful and not have a devil fruit? I know none of us has really seen him fight, but I would be interested in hearing other peoples views on this subject!

While it is possible for Mihawk to have a devil fruit I think it is more unlikely based off of Krieg's word's:
Krieg: Do you actually think a NORMAL human could cut a giant ship in half like that?!!
Pirate: Huh?! What do you mean?!
Krieg: He has the power of a Devil Fruit, obviously!!!
If Krieg said it then it's most likely not true.
