Nothing is being inhibited at all, below there's an example with Luffy and Sandersonia that basically shows that it doesn't prevent a Power User's abilities from being used.

Luffy can't be hurt by a normal punch but imbedded with haki that's an entirely different story. Buggy can't be hurt when getting cut because his devil fruit so in that logic, a sword with haki imbedded should be able to hurt him and even kill him even if he is a split man. Haki bypasses a DF's defense, why would Buggy be any different? Not that it really matters of course. if he is hit in the face, with or without haki, he's basically done for. That's how weak he is.
The Armament Aspect doesn't bypass anything.It allows contact o be made as if they were hitting a normal body, but the Power User being struck doesn't stop being rubber, splitting, fire, magma, light or any other Devil Fruit that changed their body. It's why when Sandersonia used Snake Slam on Luffy during their fight that particular move didn't hurt him, he didn't stop being rubber despite Ambition being used. Being squeezed caused him pain but the actual slam didn't do anything.
Also Luffy's been hurt by punches and kicks before without the Armament Aspect being used. Ace and Sabo have done it during the flashback shown after the war, and so has Lucci using moves like Shigan: Yellow Lotus. The Gomu Fruit gave rubberman a pretty good resistance to blunt attacks, not an outright immunity like the Bara Fruit. Contact is being made regardless so of course a strike imbues with Ambition will fall in line with the above.
Where the Bara Fruit differs is that no contact is being made period, but with things like swords, axes, etc. whether Ambition is used or not. If nothing is hit to begin with then it doesn't matter at all.

Here's what I think:
Situation 1) Buggy splits before the haki-embedded sword makes contact, meaning that the sword doesn't actually touch him:
Buggy is fine and nothing happens. This is what Vanessa is talking about.
Situation 2) Buggy is directly hit by the sword, which would cause him to split:
The haki doesn't allow him to split upon contact, so he actually gets hurt as a normal person.
Situation 2 cannot happen at all.
Buggy is literally a splitman, it's his natural state so no matter whether he is taken by surprise or asleep or whatever he will always split when attacked with anything that has an edge, and since the Armament Aspect doesn't stop a Power User's ability from working then no damage is done.
