What these indeces indicate is a show's ratings relative to Toonami's average ratings. One Piece's premiere was 140% of Toonami's average ratings for the night. So far, it's pulling about 120% of the ratings, which I think is a pretty comfortable position. I do worry if One Piece ever goes below a 1 for an extended period of time, though. It's not in any real danger of that yet, but it will not bode well for the show if its index goes sub-1 while being in the first half of the block. If it stays somewhere around 1.1, we should be more than okay but of course we want better relative ratings than that.
Tying a ratings high on a weaker night for Toonami = 1.3 on the index. One Piece continues to rise dramatically and though this week might be an anomaly, the trend is still moving UP UP UP.
