What differences do you notice in the manga over the anime?
1. Sanji's past. Zeff had his leg ripped off by an anchor in the anime,
in the manga he ate his own leg.
Right now this is the only one I can think of.
Also, does Oda have anything to do with the anime?
Oda knows of the anime yes and he sometimes gives pointers what to do and what not.
For example he told the anime people to not change the vice captain who knocked buggy and shanks in buggy's flashback since that was Rayleigh.
Also one of the most notable fillers in an actual story arc i can remember is the Smoker vs Ace fight.
Also, speaking of the filler arcs.
The G-8 arc was great. It really makes Merry dying much sadder.
I was quite surprised it was a filler arc. It builds up to the
horrible news about Merry much more. I highly recommend this arc.

The Anime can do good Filler Arcs, but G8 was the only one to be really original and successful, perhaps because it continued straight on from Skypiea and flowed. It was also very unique.
Lots of the overall arcs don't really seem to work. Perhaps because they can't get tension to work effectively in them. A lot of people recently seem to be just "oh god a filler arc, let's count down the seconds till it ends!" where a Filler Arc should really sustain a viewer's attention - although a bit of the dislike may come from preconception a lot of it is to do with the arcs being so bland and not having any real striking features. One off Filler episodes can be done very well though.

There's numerous ones. I assume you mean besides additions, because there's a TON of things added for filler purposes… Easily too many to count...
These are the things that were actually altered that I can think of off the top of my head:
1: Luffy's past was moved. It was the very first thing you see in the Manga, and then the story flashes forward to present day for Meeting Coby. The anime started out with Luffy meeting Coby and flashed back to Luffy's past in Episode 4.
2: Nami was shoehorned into the Early episodes. Originally, you don't meet her until Chapter 8. The anime, she's there (in the background) when Luffy meets Coby, stealing from Alvida.
3: In the manga, when Sanji goes to feed Don Krieg, the Chefs pull guns on him. In the Anime, they pull giant cooking utensils on him (including Giant spoons, which is baffling...)
4: Sanji's flashback was altered so that Zeff loses his foot by cutting it off to save Sanji instead of eating it. But if you ignore that scene and the flashbacks to it, the implication is still there that he ate it.
5: at least 99% of Bon Kurei's mentions of being a "Transvestite" (Okama) in the manga are replaced with referring to himself as a "Ballerina", "Ballet Kempo" or "Oh Come My Way" (Pun of "Okama [Transvestite] Way") including having the "Transvestite Way" on his back replaced with "Bon Kure". (For Viz Readers, you've been lied to. His back doesn't say "Oh Come My Way" it says "Transvestite Way")
6: Ace's Tattoo (Whitebeard's pirate Mark) was changed from a Manji to a Cross. (This was later changed in the manga to match, but was originally a change)
7: In Skypiea, a Kid throws a Rock at Conis, it was changed to a Tomato in the Anime
8: The same Tomato Shenanigans were pulled on Robin's Flashback
9: During the events of Sabaody, at one point Trafalgar Law flips Eustass Captain Kidd off. This was removed in the Anime.
10: Numerous scenes are toned down and altered to some degree to lessen certain bits of violence, for example, Brook's fight with Ryuuma was tamed some.
11: There are also SEVERAL edits made to events in order to fit Filler in. I'm lumping them all into one for Sheer volume. For example, the Events of the Davy Back Fight were shifted around to include more time.

I think the bounty hunter arc was great. A little long and had some pretty boring shonen crap in there that seemed liked typical anime basics but the concepts and fruits were cool. The biggest thing in the anime is color. It differs from what we've seen in the manga sometimes. Though we don't get much colored and im sure Oda tells them when somethings is off. We also have content and censorship. The manga is darker than the anime. Also a lot of filler really messes with Luffy's morales making him look more like a superhero than a pirate.
Zoro's past was a whole episode. It was excellent and even better than the manga.
I have the impression that this was how Oda envisioned Zoro's past if he had more time when he started One Piece.
I personally watched the anime first and though that the G8 arc was part of the actual series, it was really good, I personally find it better than some of the arcs in the manga. It was really fun, that commander of the base seemed like a really nice guy.
However the remaining fillers were really bad, like the one with the dragon trying to get back home and especially the guy who lived in that ice area and wanted a lot of pirate flags, whenever I go to rewatch the anime I make sure to skip them.
There are a lot of differences between the anime and the manga.
Strangely, Nami is the first character appearing in the anime. It's Luffy in the manga.
If I remember correctly we don’t know how Luffy got his scar under his eye in the anime. It’s probably because of censorship.
In the anime, Usopp is part of the crew when Luffy meets Gaimon but not in the manga.
In the anime we have the story of Baggy and the story of Kobby but it was just a cover story in the manga.
Ace is with the crew when they are travelling in the desert of Arabasta but not in the manga.
There are two Davy Back Fight in the anime but only one in the manga.
Ao Kiji doesn’t appear after the Davy Back Fight, as a result it’s not him who helps Tonjit. He appears in a filler arc when he helps some shipwrecked people.
There are a lot of (unfortunately bad) fillers. The G-8 arc is by far the best. The vice-admiral of the G-8 base makes an appearance during the Marineford arc. The commander Drake and the G-8 base appear in the fourth movie. Even if you don’t like the anime,this arc really deserves a shot.
Shakky does not show Brooke her panties in the manga.
The fight between Law, Kid and the Pascifista is shown in the anime.
But not in the manga.
