I don't think any of the current Seabody rookies have dreams that coincide with Luffy's, Luffy competes with them. I doubt we'll be seeing our new Straw Hat until Luffy passes through the Fishman Isle, and hopefully this new person will be a fishman.
Maybe a Jellyfishman.

I am hoping for a Merman or Mermaid instead.
His nen ability as a specialist, Emperor Time, allows him to utilize all the types of nen to 100% efficiency.

I'd say the most likely guess of the characters introduced so far is Camie. But even so, it's a stretch
