Probably because he is incredibly powerful, incredibly intelligent, which caused him to be widely feared, which would make him eligible for Shichibukai status.

Buggy. The guy is hilarious. I also like Blackbeard, but we haven't really seen enough of him yet.
Crocodile and Eneru were both typical narrative villians, so they weren't too complex. They did fill their roles well though, especially Crocodile.

Nixing the Thriller Bark Saga because I know basically nothing about it (waiting to see it whole after all the episodes have been subtitled), I'm going to have to say Kaku or Miss Doublefinger.
Kaku:
I don't know how to describe Kaku. He's just smoothe. So smoothe, in fact, that he doesn't even feel like a villain. Honestly, I believe he was stronger than Zoro at Enies Lobby. If Zoro wasn't a Strawhat then Kaku would've won that battle. Also, Zoro is actually my second favorite Strawhat behind Brooke, so I'm not bias, just an opinion.
Miss Doublefinger:
I like her design/theme. Besides that, I heard someone say she was weak, which is not the case. Her downfall was her ability to feel sympathy, unlike her partner and her Baroque Works associates. She kept pitying Nami. If it weren't for this, Nami would look like Swiss cheese.

crocodile is my most favorite evil character so far, throughout the whole alabsta arc he showed nothing but his evil, calculating and dominating side. Using people to rally against their leaders was genius move, even more that i loved about his character is that he was just a truely difficult match for luffy to handle. His sand abilities forced luffy to think outside the box and showed him the true power of someone with a logia type fruit. Even though crocodile had his logia fruit he never gave in to give luffy a change to kind of make the battle even grounds. The water barrel luffy used, crocodile tried to destroy it right away instead of fighting like he could handle getting wet, he saw luffy as a threat in the right times, crocodile took luffy serious when luffy came really ready for battle and could actually damage him.
my second favorite would be lucci, hes like the perfect example of what the world government is truely like. The government is not friendly and doesnt play games, is even cruel and thats exactly how lucci saw what real justice is. Even as a child his morals were twisted, completely different from luffy's morals. Without even given an order to kill, lucci murdered a kingdom of soliders that were captured by pirates as a child just because they werent skilled enough to battle such a large crew and win. In lucci's mind, the weak die and anyone that could be a threat to the world government. While battle luffy, lucci pretty much acted like his devil fruit type. He loved playing with luffy during mid battle, the thrill of fighting someone that could give him a challenge made lucci smile and i love that style.

My favourite would have to be Jyabura.I know he's outshined in popularity by Lucchi,Kaku…possibly Kalifa but the guy is awesome.IMO he has the most villainous appearance of the CP9 with the scar across the eye and his awesome grin.I also like his room ...so peaceful XD

I got into One Piece with Arlong, but my favourite... would be... Crocodile, probably.
I loved how epic and thorough his plan was, to get his hands on an Ancient Weapon, and how he set up such huge organization as Boroque Works, and yet he himself had these awesome powers. I love an enemy who never gives up and keeps on "raising the bar", and Crocodile did that the most for me. Plus he was a shichibukai.
