Its called Picnik. Its completely free, though there are like, 5 effects you have to pay for. They arent all that great though, so its still a great site to use.

I use gimp, its the first program iv'e used but i couldn't understand it at first (i couldn't even figure out how to paint a straight line) but i got used to it after awhile .

Create a new layer, set the layer mode to lighten, select the color you want, brush over the black area; works pretty well. Dunno if that's the optimal way to do so, but it gets the job done.

This is probably the best coloring I've ever done (very sad, LOL) I probably won't finish it, mostly because coloring black areas is so difficult.
