The WG has alot of power, but does have power over places like Alabasta and Drum Island? They have thier own kings and laws, so does the WG leave places like those alone?

Both Cobra and Wapol was seen in that council of sort they had.

I'd imagine that the WG has certain laws that all members must follow. The members may add their own laws to their nation but they can't remove the laws of the WG. Sound familiar?
