Dr Vegapunk = Pirate?

I was jsut reading the chapters with that Kuma guy, and he's revealed to be a cyborg. His maker is none other than Dr Vegapunk. He also has a previous bounty of 296 million beri.

That would suggest two things;

1. That Vegapunk has been at some point a pirate. Unless his own creation ran away from him and became a pirate, which is unlikely because the World Government would not want a scientist who can't control his own creation to the extent that he goes and gets a bounty…

2. He's a brilliant scientist employed by the world government. But i'd like to think it's an involuntary service, thus Luffy and the rest can go and save him (goes with scenario 1).
   But this scenario would mean that Kuma was a previous pirate that got captured by the World Government and made a cyborg. This is also backed up by the fact that he's got a devil fruit. But then Vegapunk has been able to "feed" swords devil fruits, so that shouldn't be much of a stretch.

But i'd like the whole ex-pirate pressed to work for the government thing to happen.

If he is so brilliant and capable of makeing uber cyborgs why doesn't he just pull a tony stark and escape?

Why would the WG do such a bad thing.
When Kuma was a pirate he was violent but the WG made him a good guy because the WG and Marines are the good guys here.

No, Vegapunk didn't create Kuma's existence. It's simple - Vegapunk works for the government, Kuma was ap irate who agreed to become a shichibukai, Vegapunk turned him into a cyborg. We can also see that Franky used to be a normal person before becoming a cyborg.

Anyway it was clear that Vegapunk was a WG supporter so I doubt he's a pirate just because Kuma, an Pirate said that. Why would Vegapunk work with the WG against his will? That does not make sense.

Ah, but therein lies the mystery. Why would a perfectly normal (we can assume) ravaging pirate with close to 300 million bounty choose to become a cyborg? I'm sure that this was some involuntary action by either Kuma or Vegapunk.

Why would they do such a bad thing? Like why would they annihilate an entire island and it's population simply because they had certain knowledge? Gee, i don't know…

I never said anything about good/bad... However, the WG has done far more injustice from what we've seen in the manga than anyone else. They are willing to do anything it takes to get supremacy over the pirates, which would add more credibility to the theory that they'd force a brilliant scientist to work for them.

Exactly, why would he? Can't see a pirate easily or willingly submit themselves as easily and loyally (from what we've seen, perhaps not THAT loyal) as Kuma up and decide to become a cyborg purely to help the world government. So either he was forced into it, which would mean he could be reprogrammed to have some loyalty… But that's slightly farfetched of course. But still, farfetched is the name of hte game when it comes to this author.
