What do you need it for? Posting videos or others?
Posting embed flash could pose a security risk. However, if it's just for embed videos, vBulletin has some mods that can do that.

Allowing everyone to post scripts or embed objects will pose a security risk. Malicious JavaScript, Flash's ActionScript, or other scripts can be used to attack websites or gain personal information. Many websites disable these by default for posting, for example in Wordpress or LiveJournal.
If what you need is to post videos, you can ask the admins nicely to install a vBulletin mod that supports popular video sites, such as YouTube or Google Video.
Otherwise, you can just put a link to the video's page itself when posting.

Flash is pretty tricky, I'm sure the coders of this site and anyone that created the actual flash file wouldn't appreciate it.
