breaking a compass would be my first start . . .
finding that dome shap would be a trick . . you could look in plastic soap molds, they may have one in that shape. . .

I've seen people (mainly beautifuldreamer1289 who cosplays Nami) use clear glass ornaments you can find at any craft store.(not sure what Fin Fish used) As for the pointer thing, you could possibly shape it from clay or something simiar. Or better yet, cardstock paper….
