Still, it pisses me off when people make it seem like it's more likely that a wussy minor villain with pink clothes and a crappy devil fruit who got KO'd in one hit and is probably dead would not only survive, but make it to the Red Line (with no hints given that he will ever be a factor again,) suddenly put on huge bulky armour that restricts his vision and movement (even though both would be vital to using his df power!) and wait for Luffy at the Red Line! I mean seriously, while it would be a wierd twist, why not go for the most obvious and probable candidate?

this is the most creative answer on this thread! I do like it, even if almost impossible (romance dawn is a story by itself, it's not OP).
I kind of want it to be somebody that has a grudge against a weaker strawhat like Ussop or Nami. I don't know why though.

Bellamy is the more likely candidate, he got his dream crushed by Luffy. Don Krieg didn't get his dream crushed by Luffy, he still aims to be the Pirate King.

And well, Bellamy for all the reasons mentioned before. He did get kicked out of Don's New Age of Piracy or whatever it's called because of Luffy. He also got pretty much beaten up, it's fair to assume his face is enough of a mess to want to hide it. Of course, it looks like Bellamy was killed, but has Oda ever killed a named character we haven't only seen in flashbacks?

That said, I just don't think it's possible time-wise for someone like Bellamy to recover, gather a gang, get AHEAD of the Strawhats and become a legitimate threat himself not to mention making a 'base' and becoming notorious.

I see where you´re comming from but I think that of the possible guesses Bellamy is the only one who´s actually able to gather some skilled men in such a short time respectively having the short time work in his advantage.
Also, he pretty much really could have lost everything back then. He was kicked out of Doflamingo´s ranks and was toyed around as if he was nothing. All the prestigue (sp?) went down the drain with this move. It´s possible that even at Mocktown nobody gives a shit about him now. The only thing for him left to do was actually leave and angry plan revenge on who caused him that trouble.
He might be still considered the big time 55 million rookie at some parts of the sea, because I doubt that it´s in the papers what Doflamingo did at Loguetown. And since this only is the prelude arc to Fishman Island it´s not like the Flying Fish Riders are top notch villains on BW, Priest, CP9 level. So it´s not too much of a stretch to expect him having found people who are weaker then him but stronger then Hachi.
And actually, I only see him and Morgan being able to progress so far in the Grand Line in such a short amount of time. Ok, with Morgan I only see this to be possible because of luck (after all if the Marine HQ is close to the Red Line, then the meeting spot with Garp at East Blue where he escaped might have been close to Red Line too) since last time we saw him was in Jango´s side adventure on the title page of chapter 132, which somehow reminds me of how Mihawk travels around dangerous seas. But Bellamy, being a subordinate of Doflamingo might have received an Eternal Pose from him. We don´t know what island Doflamingo uses as a base, but if it´s further down the Grand Line then it´s actually a plausible guess to expect him to give his subordinates EP´s to get there. That´s at least how I think how Bellamy could have got that far.

Ever since that Roman Zaemon's post I've been obsessed with the Voyage length. ROMAN ZAEMON'S TIME-LINE UPDATED in 2006 by me. I'm neither as bad-ass nor as infrequent as Roman Zaemon, but I may be able to help on this matter. The entire W7/EL arc, from arrival to departure, took 10 days. I'm 99% sure on this but that 1 percent could only ADD 1 day AT MOST because I doubt they spent more than 24 hours fighting on EL. The time spent between W7 and TB is unknown, but I can tell you that from the arrival to LRL to the departure from W7 the time spent is about 17 days.
TB took 4 days total. One day for the whole battle (they enter the FT during daytime and Kuma shows right after sun rise). 1 day later (ch486 p4) Brooke had his flashback and joins the crew immediately. 2 days later (ch489 p11) they depart. "A FEW DAYS LATER" they arrive at the red line (ch490 p9).
