OK lets take a second to see what we know about this guy….
He always wears an iron mask, and no one knows what he looks like.
His gang RECENTLY became infamous in the area (however long that means)
He's been waiting for the Stawhats for a while now, and HIS GOAL is to find and kill the man (not a woman) who 'ruined his life'
He's strong enough for this area, which is filled with presumably strong fishmen, and even then, people from Merman Island has heard of his strength.
Now for the visual clues:
No webbing on his hands, and some have claims it be 'average sized' haha. So he's probably human
I'm not gonna mention the helmet cuz it's too obvious, but the shoulder armor reminds me of WB's 3rd squad commander JOZ. I wonder what significance they hold.
Despite the armor gear his biker jacket is still visible. In fact, is it possible that there is no armor on his chest? And I gotno clue what the hell this is
Personally, I'd rather it be someone we've never seen b4, but if it's between Krieg and Morgan, I'd side with Krieg for the reasons mentioned. About the armor….. the chest I've highlighted doesn't need to be bare of course–it could be like Krieg's old armor. On the other hand, Krieg doesn't strike me as a guy who would give up his title as a Pirate. I mean…. he's a kidnapper now.... that's low enought to fit his personality but more importantly it's not a pirate job. In that respect, a lot of the old characters we've seen may be ruled out (at least those that think of themselves as pirates, over and above common criminals). So Morgan might actually work, but seriously there is so little depth in that character that it's really impossible to say. We only know that he's a power-hungry ego maniac. We know nothing about his ambitions.

My first thought was Don Kreig. The armor, beaten by Luffy, etc… plus, I'm a closet Baratie Arc fan, so it'd be nice to see him back and "better than ever."
However, since then (I already voted, bummer), the cases for Bellamy actually have me intrigued.

Minamoto-san. He was forced to repair so many doors because of them, taking away his leisurely life in lieu of the constant door repair. He eventually saw an easier solution to the door repair; taking out the source of their destruction.
But seriously, folks, Krieg or Morgan is my guess. I'm leaning towards Krieg since chances are the axe hand would be important enough to merit even a small koma this chapter. That's not definite, though.

I voted unknown, but I really want Dupal to be Morgan. Luffy did ruin the good thing he had going back at that one base. That and his son disowned him afterwards. Luffy did indeed ruin his life.

Because there is a theory that this will be a Sanji-centered arc, Krieg(together with Gin) is the best choice.
Aww jeez. The stupid Yotsuba underaged gits have prodded me into reading this topic, even though I'm one hundred or so chapters behind everyone else.
Figuring out who this "Dupal" is shouldn't be too tough, given the context - he doesn't particularly mention the Straw Hat Pirates or Luffy, so we can say there's a high probability he's someone who is mistaking Luffy for someone else and might end up the new comrade (screw you "nakama" cream fudges).
The second highest probability is of someone who didn't play a rather large role in the story (like a supporting character) that had some interaction with the Straw Hat Pirates. No one from any particular arc comes to mind; we can't draw anyone from the cover stories because they're tied up in other events, nor can we consider Kuro, any of the Baroque crew, Buggy, Wapol, Ener, Coby/Helmeppo, Water 7, Foxy's crew, Little Garden or Loguetown; all of those folks are currently tied up in other affairs.
Taking into account proximity (we're close to directly perpendicular to Reverse Mountain), it's unlikely to be the people so close behind, they couldn't have outraced Luffy.
It would, in my view, have to be someone who crossed the Calm Belts and became strong enough to handle the Fishman Isle. Meaning, while it could be Krieg, Arlong or Morgan, it seems unlikely given how weak they were in the beginning.
If Oda suddenly upgrades those three to being New World level bosses, I think I'll put off reading One Piece until chapter seven hundred or so. Oda will have pissed me off one too many times.
my money is on Morgan…..... it would be the perfect way to start of the second part of the GrandLine .........

Malintex_Terek: Duval doesn't mention the strawhats by name, but the flying fish raiders that actually identifies the pirate ship does.
The ship they were waiting for was the strawhats. That being said it doesn't rule out there is still a case of mistaken identity. Or that the man he wants to kill is not on the ship.
Kreig or Morgan could easily power up with a DF since they hadn't eaten any before.

Can't be, Franky has been with the Straw Hats Crew for a very short period of Time , but on the last sentence Duval says that He has been looking for this pirate ship "all this Time" wich implies that he's been looking a long period of time after them:

since Franky is one of the newbies and was not living in a Ship but in a island before I think that is more likely that he's talking about one of the elder members, besides that Franky was this whole time living in the closest Island to the Shabondy Archipelago, and was quite well-known (since he was always seeking attention and the whole Island seemed to know who he was), if this guy was looking this whole time after him he could have get him quite easily.

I thought about that all night but maybe there was a way Dupal knew it was the Strawhats' ship and we just didn't connect the dots sooner. I'm talking about the suspicious shadow in the fog in chapter 490.
Maybe Dupal has a connection to that shadow in the mist and that's how he knew to recognize the Sunny Go. So that doesn't rule out older villians who don't know what ship Luffy is on now.
And since it has yet to be confirmed who Dupal is wanting to kill it might be that Dupal is not after Luffy as he might be after one of the others. Judging from the way Dupal looks I as of chapter 491 the possibilites he might be after the others are all scattered. Is he after:
Luffy (always a possibility)
Zoro (possibly)
Sanji (not really unless Sanji flirted Dupal's girl)
Chopper (no)
Ussop (Could it be Kuro?)
Franky (not sure)
Brook (could it be that the shadow in the mist is chapter 490 saw the afro and knew of Brook's Yomi-Yomi Fruit?)
If it was someone who saw Brook join Luffy via the shadow in the mist could it be an old rival of Brook when he was the leader of a battle convoy in a certain kingdom?

I´d say that this is pretty unlikely MeddlerTaiki. If Duval would be connected to those shadows, then he would know about the Strawhats coming before the Flying Fish riders told him so. Furthermore, I doubt that anybody who´s live is was completely ruined by one of the Strawhats would have any sort of connection to something that was the threat of the Florian Triangle long before Thriller Bark roamed those waters.
