Well I could always skip the op just this once. Even though it’s my new favorite. I knew something was up, when they said the anime would make a new new op for one episode. When it can’t even be bothered to make regular ed themes at all anymore.

You're right. It says there will be a special opening in # 825, with OST by Kouhei Tanaka. It says it will only be for this episode. So, I guess Hope will be replaced for this episode.

I checked the other day and FUNi's release did have the Tackey and Tsubasa version for episode 303 so the simulcast and dub will likely have this version of OP 20 for episode 825 considering that Super's simulcast has those weird little intro things from the Japanese broadcast

I think it's Yoichi Mitsui. He's working on #826 based on the preview. Mitsui, Tomita and Inoue have similar styles.

The first two shots of Luffy and Katakuri definitely look like Tomita to me - Luffy smashing the mirror I think is Mitsui since the shading matches what we saw during Sanji's search for Luffy the other week.

That's definitely not Takara, look at the zig-zaggy shading, that's trademark Mitsui/Tomita
Tomita and Mitsui are really easy to confuse with each other because their shading styles are so similar, but Tomita has just done a lengthy cut in #824 which is why I really doubt he'll be back so soon.

The One Piece anime has been nothing short of excellent recently. People behind the anime have been nailing how they adapt content, and they've been adding very well done and well selected extra content, like showing us events that were skipped in the manga or elongating very short flashbacks, and the extended stuff was nothing but entertaining and/or funny content. The advertising team is also doing an excellent job, they are successfully making me look forward to more episodes than before. But improving is something we should always hope for.
In my honest opinion, Wano arc will probably be the perfect opportunity to revive the hype surrounding One Piece, especially with the 20th anniversary of the anime being around the corner.
! And here are things I personally think would boost the One Piece TV show in Wano arc:
01-Do a short filler arc before the start of the arc.
02-Adapt Caribou's cover story during the arc.
Caribou's cover story is tied with Wano in general, with characters like Drake and Scotch showing up in it. So flesh it out instead of glossing over it.
03-Adapt the Ace novels during the arc.
Ace visited Wano before, right? this can be used as a gateway to adapt the novels.
This mix up in what they adapt should keep the interest high instead of letting the anime get stale.
04-Adapt two chapters when necessary, some chapters are very difficult to extend after all.
05-Feel free to use openings and endings as insert songs.
06-Bring back ending songs. They're something to look forward to every 12 weeks.
07-Let Wagakki Band sing an opening.
This is a personal opinion lol, but if you think about it, it totally fits, they sing folklore-ish J-rock; it's gonna be Wano, and their label is Avex.
08-Utilize digital effects more efficiently.
09-Outsource the two-hours long special episodes.
This way the specials should look a bit unique.

I think most of your points are really interesting, I'm always keen on Cover Stories being adapted, but I'd imagine they'd run into difficulty doing the Ace novel. Might be adapted as a spinoff series instead.
One thing I'd personally really love to see is a new character designer. Hisada isn't bad, but the designs aren't all that interesting compared to Koizumi's or Watanabe's sharp and expressive designs.

A new character design is welcome, but at the same time we should realize it's Oda that asks the anime to follow his character styles. No matter who will be the next character designer, he or she has to follow Oda's design.

They should really outsource the 2hr specials, or at least stop taking too many directors an animators away.

The budget does not affect the quality of Japanese animation, the schedule does. The schedule isn't going to change.

The current schedule is much better than before. At the moment there are more episode directors and animation directors working on the series, plus that some episodes had TAP and Studio Cusmo doing major key animations.
Just a side note, Ueda used to deliver episodes around every 4-6 weeks usually, but now he delivers episodes around every 7-10 weeks. These days Takagi is able to deliver more good looking episodes too, since he has more time to work on a single episode.

Yeah cover stories are amazing, and they should always be expanded upon, majority of the fans remember the Strawhats separation episodes fondly despite being mostly filler. And for anyone unsure if the anime could shift away from the Strawhats I would like to remind them that Law's flashback was covered in 5 episodes approximately.
Also since the Whitebeard pirates will presumably appear in Wano arc, it shouldn't be difficult for them to find an opportunity to adapt it, it can also lead into a flashback of Ace visiting Wano.
Moreover, due to the presence of the manga, many fans only tune in for "important" episodes such as first episodes of a new arc, episodes covering a climactic fight, or episodes including the backstory of fan-favorite character like Ace. If the reaction to the extended Sabo flashback at the end of Dressrosa indicated anything, it's that people look forward to this kind of stuff.

The official One Piece mail magazine had an interview with Mr. Fukasawa today, and here is the summary. Sorry for any grammar mistakes.
SPOILERS WARNING
! - The coming highlight is the wedding. There will be some musical scenes, especially that Kouhei Tanaka wrote a 4-minute-long piece of music for the Big Guests' entrance before the party.
! - Fukasawa used to be worried about how to present the guests' entrance scenes in the anime after reading the chapter. But the episode director (Aya Komaki) of this episode is trustworthy.
! - The action scenes of Germa 66 is another highlight in the future. The staff plan to add more of their acrobatic movements showing each personality. They will also put effort to the transforming scenes too. (The current producer Koyama also said in another interview that Kouhei Tanaka is writing music for the transforming scenes.)
! - Oda had detailed settings for ALL of Big Mom's sons and daughters with their rough designs, names, ages, multiple-birth information and so on. The anime staff use these settings including Oda's memos and sketches as reference materials.
! - To present the atmosphere of the party venue, all the sweets surrounding the venue were made by CG. In order to present the fantastic atmosphere, they chose some more poisonous colors when they were making these sweets.
