Pirates do what they want to in OP. Its just Luffy never wants to do the bad things. He wants a good crew, he wants to seperate himself from the bad pirates. He is after the adventure, not the treasure. And he'll beat up anyone who gets in the way. He is still a criminal.
In the olden days, people viewed the sea as belonging to no one government. Pirates therefore had their own rules, you could be married at sea (didn't any of you watch PotC, that part was actually true…) and it counted. The captain was like a king and want he declared happened. Of course like any king someone will true to overthrow you. But thats life. Many pirates became pirates also because they didn't like their country, their targets therefore were often merchants belonging to certain people.
Luffy and co are enemies of the WG, not much different. They have rules, they party. Thats the way it goes. They've stolen (they didn't know Skypieans didn't treasure gold though, and they thought they had a cannon as a reaction to it. Their just stupid though). They've held hostages for brief moments (like 2 or 3 minutes). Nami has stolen from anyone, Zoro has killed. Chopper and Luffy have both attacked kings and all have attacked the Marines and WG somehow.

Well, most modern pirates still roam around and rob ships. Mostly at gun point, sometimes they kill the crew but not always. It's hard to keep jackin people when your wanted for murder.
One piece is basiclly superheroes at sea. But shonen manga and sentai series are Japan's equivalent to American superhero comics. Well in a way.
The worst crimes the straw hat's have done are underage drinking, assaulting marines, possessing of illegal weapons, and random street brawls. And that's assuming if all of those are laws in the OP world.
What I want to see is the straw hat's arriving at a new island and for everyone at the island to be terrified of them. Because the media has spun everything they did so most people who haven't meet them thinks there monsters. Fish man island would be a perfect opportunity for that. It'd be funny to see every fish man afraid of Nami, and every mermaid afraid of Sanji.

lolPirates wouldn't even have a King in the first place. The pirates like Blackbearrd would the ones to rule the sea since every other Pirate would be too afraid of his crew to even get on his way. :P

Somewhat, that was mostly a case of mistaken identity. Once the people on Drum new they weren't affiliated with Wapol they treated them well. The only time we see people afraid of the straw hat's is in filler/movies/specials.

Well they've never been to a normal island in a while….
Look at all the islands they've been to:
They got ran out of the village that Buggy was occupying and that island that had Axe-Hand's Marine base.
Usopp's town didn't even know they were there.
The Baratie didn't care who they served as long as you payed or were hungry.
Cocoyashi village was under Arlong's thumb so they couldn't afford to worry about unknown pirates.
They almost got caught at Loguetown.
Whiskey Peak was a trap.
In Drum they were almost attacked except for Vivi's diplomacy.
In Alabasta they were pretty much incognito most of the time.
Jaya was a pirate harbor.
Skypeia was a place that didn't care about crimes not commited there.
Water 7 acquired income from pirate ships.
Thriller Bark was duh. -
You forgot Loguetown, they were almost caught there.
And Woop Slap pretty much knew Luffy. He just hated the idea of him leaving to become a Pirate. I think you meant the island where they fought Buggy's crew.

I'd write the list out, but laziness prevents me (worst excuse attempt ever, I know… But its as good as any excuse for not doing something because I can't be bothered to do).
