I'd nominate FF6's Terra (Tina). That's just an un-fucking-real piece. Ridiculously simple and it gets me everytime. Any theme that makes you WANT to wander the world map endlessly instantly earns a place near the top if not at the apex. Various live renditions of it are constantly streaming on my comp.

Oh god, most of the songs on Silent Hill 2. Namely Theme of Laura (the opening), Love Psalm, True, Theme of Laura (reprise) and Promise.
They're just so beautiful and very melancholy, set the mood for the game perfectly.

The Balamb Garden Theme in FFVIII was pretty soothing IMO; at one point in high school, that song would be playing in my head, due to the enormous size of my high school. It's a pretty nostalgic song if you played the game.
The Forest Maze Theme from Super Mario RPG was something overly memorable and pretty moving. The overall feel of the song made finding Geno a "mystery" (even though he wasn't that hard to go after, etc.); for some reason, the song reminds me of one the songs from Hook. XD

Yeah…pretty much anything from Chrono Trigger can lay the smack down on what games offer these days which is really impressive considering it's just a step above the blips and bleeps of NES.
Surprised to see Silent Hill themes as favorites. They tend to leave me empty inside.

I may sound like a dork for saying this, but I used to play Ecco the Dolphin: Defender of the Future ALL the time on my Dreamcast. That game (besides having amazing graphics) had positively beautiful music that always fit in perfectly with the aquatic theme of the game.
There was this one song in particular called Four Ways of Mystery. Short, but oh so epic.

Most of Chrono Cross's entire soundtrack was pretty damn impressive, but those two are both really good, yes. Just thinking about it makes me want to play it again now.

"Last Letter", the ending theme for Thunder Force V. While you hear it, the supercomputer Guardian that you just defeated gives its dying speech to you. What makes it more sad is that according to the plot (yes, a shmup with an actual plot) your pilot is stranded in space in a crippled ship after Guardian explodes and has no choice but to eject and die in the infinite void of space…
Also, the music in Ikaruga. Every single tune in that game is fucking epic and moves you to tears. I like the first boss theme.

Frog's theme from Chrono Trigger. That one and the music that plays when you battle Culex in SMPRG and Bagan in Super Godzilla are my favorite sound tracks of the game. I even remember how I loved to mess up with the music menus when they were disponible in a game.
Of course, the music is like the strongest points of the Godzilla series.

Noone mentioned the entire XENOGEARS soundtrack! Especially the whole those who're wounded seek the light" "lost broken shards" and man the entire soundtrack! The guy who did Xenogears, Chrono Cross, Chrno Trigger and the Shadow Hearts games is the best composer in videogames imho! Hands down! -

I don't know if anyone will agree with me. My personal favorite game music? Halo.
It's epic. It's somewhat moving without being continually sad. Most of the music posted already generally has sad tones to it. I think music can be moving without having to resort to feelings of sadness, and any music able to accomplish that is definitely better off in my book.
More Ultima: Ultima Online music. Some times I'd be walking through a forest and BAM I'd start to notice the music. Usually the really sad sounding stuff, but it was amazing. It's worth noting this was all in Trammel, not any of the other facets, and I don't know if the music is any different between Tram and Fel. I'd assume they're the exact same, but Fel got that spooky makeover, so I'm not sure. I didn't play back then. Wish I had. Awesome happy music too. Really catchy.
And agreed on Saria's Song. Though it was the only one I had trouble with on Ocarina. I wish I could find it, I'd like to practice trying to play it again. It's catchy and gets stuck in my head, though. Which kinda sucks later on.

Halo 1. And to some extent, their remakes in Halo 3's soundtrack. Halo 2's stuff is more on the epic side, so Halo 3's final Soundtrack is a nice mix of the two. But Halo 1's is definitely much more moving.

One that certainly comes to mind is "People Seized With Life", from the Chrono Cross soundtrack. Definately a beautiful piece of music that shouldn't be missed! Hell, much of that soundtrack had amazing pieces. "Time of the Dreamwatch" and "Magical Dreamers" are also fantastic.
