Crocodile beat him by maybe 20 chapters at mention, and 6 chapters in appearance. It's been a long time since I've thought of that, so I dunno.

Crocodile first appeared in the first chapter of Vol.15 of One Piece.
Its also clear that Oda had his powers planned out from then too. Since we see his hand dry out a flower.Whenever that chapter came out in Jump, I don't remember, or even when Gaaras intro chapter first appeared I don't remember. But beleive me, Croc came first.

One Piece had also been around for a while before Naruto came along. Anyway, they're too close together and different (other than the fact that they use sand, they're completely different animals) to be copies of one another anyway.
