I'm not sure if this was ever explained, I mean before anything ever happened with the CP9, he had it there, as if he had some relation to her. I don't see how it could be anything to do with the Pluton blueprints though since all the government ever released was that she sunk some battleships, right?

Uhh…I imagine for the same reason anyone has any bounty poster. Iceburg is the mayor of a town that is often attacked by pirates, so therefore he keeps around the posters of pirates with particularly high bounties.
