It's from the apis filler, I think. It was a stick of bamboo. Zoro had an idea to hide in the water and use the bamboo to breathe under the water. He shoved it in Usopp's mouth and it got stuck. How that could happen, I don't know, it's technically impossible. But that's fillers for you.
