Someone randomly posted it on a recent earthquake youtube clip but then a lot of comments refer to it as gibberish. I was curious as to what it meant.

Actually, he's called him by his name several times, started many chapters ago. I don't recall exactly when, but sometimes he's serious, other times he's not. In any case, it's not a big deal.
Yeah, I'm pretty sure he's called Zoro by his actual name numerous times before, during a scolding, cry of shock, etc….

Sorry if this sounds like a dumb question, but why the hell didn't the WG teach CP9 members how to use haki? I mean, wouldn't it be very benefitcal for thier rokushiki abilities?
Couple possibilities:
they didn't bother, since they weren't as combat-oriented a group as the Marines.
the Marines/WG don't really have the resources to teach people Haki. Only the Vice Admirals and above are actually confirmed to have it, remember, and it's been implied to be a long, difficult process to actually learn to use it. I think that the Kuja may be so renowned for their Haki (Smoker: Is this the Kuja's Haki?" because it's completely imbued into their fighting culture, everyone has learned how to use it since childhood for a long time. Even with as powerful an organization as the WG, they don't seem to have that going for them.
Maybe because CP9 were only dealing with the first part of GL ? Where pirates/bandits are weak and don't need haki to be defeated ?
Or because there aren't many powerful people in the WG, and the Marine doesn't interfere with the CPs.

Also I think the reason CP9 do not have all the training some marines get is because they are more like a spy agency instead of battle hardend soldiers. They specialze in undercover work. Off course taking out targets with Rokushiki is part of that but Haki doesnt have too.

I think CP9 didn't have Haki because then that would make them too powerful and they could rebel against the WG. I think the WG thought of them as just an experiment anyway.

obviously, I was thinking more realistically though like why have people who would be fodder to NW pirates as your main fighters, but your right it is a manga, I need to stop thinking about it to realistically

You could use them both standing up after Ursus Shock. Dunno if that'd suit your purposes though seeing what Zoro went on to do…

Perhaps that time in Skypeia when they both individually "faced" Enel? (Although, that might not be as accurate as a comparison since, the first time Sanji was confronted by Enel, the element of surprise was put to his disadvantage..)

I believe they both deflected a punch from Oz. Sanji and Zoro both fought and beat the two CP9 with almost identical douriki.
Not only were the dorikis the same, Zoro went into his fight in perfect shape, Sanji already got beaten by Kalifa, and had a bathtub fall at him. Zoro was cut up due to Kaku's "Rain" technique and was getting hurt pretty bad, where Sanji, didn't take near as much damage.
Zoro did have to fight Kaku and Jyabura together while attached to Sogepp.

well at first I was thinking tests of strength but then I got a broader view and just started adding to there rivalry, it's pretty bad right now though need to work on it a lot more

well if were talking about that I would say not possible but if that were to be the case than you could also capture Smoker in a breath dial

The people didn't know shirohige. They only knew what the world government and the pirates defeated by shirohige told them.
And pirates in general have a terrible reputation. They're mostly known as evildoers and pillagers to people around the world. Whitebeard was the greatest of all living pirates, so he was then also seen as the worst of them to those who didn't know any better.
Also, he was the bearer of pretty much the most terrifying devil fruit power in the One Piece world…he could not only attack your island but sink it completely.
