You're talking nonsense. You say "seriously" as if its some bogus theory when there is barely a 1% chance Buggy is not a Shichibukai. I'll ask again why would I suppose something that will never ever happen?
Warlords do not do what they are supposed to do. He will keep his position through luck, nothing more. And once again it's not as if the WG doesn't know Buggy isn't really warlord material to begin with. All the big players in the war knew he really wasn't a threat but like WB the WG will see his usefulness anyways. You should stop the improbable Q&A and prepare yourself for all the wacky ways Oda plans for Buggy continue to rise in the world's hierarchy through no merit of his own.
For two years Buggy likely didn't have any problems getting by with his reputation. Most people not wanting to test him, some stronger rookies trying and loosing to the ID prisoners, and strong guys not paying attention to him because he is just Buggy. The next time we see Buggy he'll obviously be forced to prove his worth(since otherwise why reintroduce him) and somehow some way he is going to succeed and you're going to laugh or not laugh at how it goes down.
