Believe me, there´s no way that we won´t hear from Whitebeard and Dragon again. They are amonst the most important characters in the entire Saga. Just because they don´t appear lately it doesn´t mean Oda has forgotten them. These guys will appear in the final arc´s of One Piece. After all Whitebeard is the most powerful pirate in the world and Dragon wants Luffy to achieve his goal. So this mean when Luffy´s about to find One Piece, then we´ll see Dragon again.
And Whitebeard is going to be either the last or the second to last pirate opponent for Luffy.
If you ask yourself why Oda showed them that early if he intends to have those guys feature in the final arc´s the answer is simple. Whitebeard is the most powerful pirate in the world and everybody knows that. Just imagine we see the Strawhat´s beat one Shichibukai after the other, Supreme Admirals and what else there might come and then at the end Luffy would meet Whitebeard about nobody would have heard a word before. Somehow it would appear stupid that nobody knows about the most powerful pirate in the world. It´s actually a DBZ problem where we constantly meet the next strongest guy in the universe. It´s boring and repetative.
In One Piece we know who´s the strongest, but Luffy has yet to come to the point to be a challenge for him (as Zoro has to do for Mihawk).
And Dragon, well I don´t want to rewrite everythin again but he´ll be very important too. If you think about it you´ll realize that all of them Gold Roger, Nico Robin, Dragon, the True History and One Piece will be linked together somehow. Therefore there´s no chance Dragon won´t appear again, except if Oda never intends to have Luffy find One Piece. :P
