well first you have to follow the guidlines of this board. it must be pg13. as well, i think the maximum size is 200 x 500, and a file size of 100mb? (somebody correct me if i'm wrong)
it can be a pic you found, or one you make. then you have to host it on a website. i use photobucket.com there are others though.
then you go into your Arlong Park settings, and put the link for your picture in the spot provided.
if you do a bit of searching in the help forum, other people have asked this before as well.
