That doesn't sound very dumb, and it might even be a reasonable prediction. Shanks is the one Luffy will surpass and Mihawk is the one Zoro will surpass and Zoro is essentially the vice-captain of the Strawhat pirates.
There is no last Shichibukai. Sengoku just puts on an eyepatch and runs around saying "ARRGH, me mateys". Due to the influence of pwngoat's Sharingan, people actually think he is a pirate.
