Honestly, anyone on my list I'd say have been posted. It's kinda hard to make a list cause so many are underrated.

I'm not seeing how lines like:
"Oh, I wouldn't watch Dragon Ball. It's only about one person and the artwork is terrible. Not to mention it never moves along."
Since that's the basic mindset of many 'fans' these days, that hits me as underated.
I think you need to be able to disprove this assertion then.
One thing I distinctly recall of the little of DBZ I saw was that it seemed like the worlds were so empty.
The serieses I like best, OP and ES21, crackle with signs of life outside the main characters.
As for underrated:
OP:
Nero (aside from anything else, he's a great evidence of the flow of time and control.. the WG are clearly in it for the long haul).
Mr. 1 (interesting design, brought Zoro to the brink of death)
Kuroobi (if you can not be distracted by the rabbit ears, there's a streak of clever suspicion and sadism)
ES21:
Habashira (I loved the way he was paralleled with Hiruma in volume 13… his presence really was the marker point which finalized 'it's not just about guns and threats anymore')

Mr. 1 - Dull, but he really did have a cool design and style. He gets no mention at all usually.
Wiper - Felt like kind of a waste. He was big in the arc, but his crazy style and super hothead personality is gone for good. Skypiea tech kicked ass, and now all that remains is Climatact and Kabuto. Bleh.
Lucci - a real badass. Definitely even better than Wiper. No one really cared for him as a villain.
Shura - Not a flying prick but THE Flying Prick. You see, he was supposed to be like that, and succeeded greatly. He was actually pretty tough, too.

Conis (compared to the other girls in One Piece, even Vivi)
Fukurou, Kumadori, and Jyabura (besides, remember the partwhere heclaimed he was Robin's long lost twin brother? Anyone else think either that or Lucci being the twin could be true?)
Mr. 7 and Miss Father's Day (not fans of 'em in particular, just saying)
Pell (maybe)
Pretty much everyone in the Don Krieg arc
Cindry
Satori (and almost everyone from Skypiea other than maybe Enel…)
Chopper's doctory abilities (as opposed to cuteservice)
Kureha and Hiriluk -

Tenten is probably Gohn's favorite Naruto character, fighting-wise.
Nevertheless, how is she underrated? She utterly sucks and hasn't accomplished anything. Ever.

Yeah, I agree on Wiper. He was definitely an underrated badass. One of the very few things I liked about Skypiea.
As for Lucci, he's boring. That's why he's underrated. He has the personality of Itachi (C'mon, ya know I'm right). The only thing he really has going for him is his look and the pimp coat.
Even still, he's my second favorite OP villian. Just wish he had some depth, but then again, he was just a bodyguard, not the mastermind.

Piccolo damiou is highly underrated when you compare awesome villians in the DB series as a whole.

Konis was pretty underrated. She was one of the few things in the skypiea arc I enjoyed. Her and Gan Fall saved me from quitting the entire series during the middle of the Calgara flashback.

Personally, I see Franky as a little bit of an "heir" to that hotheadedness and awesome style. Of course he's no Wiper, and Wiper's no Franky.

Calgara and Norland were one of the best demonstrantions of friendship that I've seen in a manga.

Norland was awesome, but at the end I found the whole flashback pretty corny. It was alright when reading it in one volume, but if I had to follow it week after week I probably would have found it excruciating. Not to the point of stopping reading OP though.

I'll agree there, I really didn't see anything special about Conis. Gun Fall was indeed awesome, and so were all of Enel's priests. Shura and Gedatsu come to mind, and for awhile I was a big fan of Satori.
I would say Nero (I thought he has a pretty cool design), but he pretty much served his purpose. I wouldn't be adverse to seeing him in a Splash Arc with T-Bone, Wanze, and Jerry.
I'm a fan of the Mr. 7 pair, so I'd say they would have to go on my list. As well as Mr. 3 and 5.
And as much as everyone loves CP9, I'd guess that Fukurou gets the least amount of attention. After Sanji vs Jabura, Fukurou vs Franky was my favorite fight in all of W7/EL.
And of course, you all know how much of a Jango and Fullbody fan I am. Jango is probably my favorite character, but he wouldn't be who is is without a hugely underrated character - Fullbody. Whenever someone mentions the two of them, Jango always gets props. As well as he should, but Fullbody needs come credit there too. And Hina is mad cool too - she deserves some love.

Vivi was generic, too. But Conis has hardly any fans compared to Vivi, who a lot of peoples called overrated. I thought Gun Fall / Gan Forr was pretty neat, and maybe a bit underrated….
Like I said, almost everyone in Skypiea was underrated. Except for Laki and maybe Wiper…

Wiper was the reason I bought Grand Battle 3. A shame he sucked in it tho. V_V
Conis has no fans because she wasn't there nearly as long as vivi, or played as big of a role in the series. I wouldn't compare her to vivi at all.
Tashigi I feel is underrated. Shes my favorite OP gal, and I would have liked if she had put up more of a fight against Zoro.
Only Priest I liked was Gedatsu tho. Would have liked to at least have seen more of the priests playable in GB3 instead of just Ohm.

I'd forgotten about the Marine trio; particularly Hina, she's really cool, and had a unique design and power. I wonder if we'll be seeing her, Jango, and Ironfist again anytime soon.

Fullbody, definitely. He was my overall favorite character from his first appearance back in the Baratie arc, but no on else liked him at all until he came back with Jango. And… he's STILL underrated.
Also most of the characters from Megami Kouhosei who aren't that jerk Hiead. Though I guess that's just an underrated manga in general (anime was AWFUL though).

Oh! How could have I forgotten Nero? I really like his design in all honesty. He's pretty smart too, figuring out ways to get around his lack of Tekkai and Shigan. He was an ugly mofo in the manga, but I found him to be really cool.

I'm a huge fan of the kickass-old-man archetype, and I find that most members of it are largely underrated, now that I think about it. Guys like Gun Fall, Paul, Crocus, and especially Roshi aren't given enough credit or recognition by fans.
Another character that's underrated severely that I just remembered is Ryu from Shaman King. Him and Tokageroh were so awesome, at one point Iwas reading the series just for those two (since Yoh is kind of boring, Len is a tool, Horohoro can be annoying at times, and if I have to look at Ponchi's swollen testicles one more time I'll hurl).

theres also that old guy in FoR that fits into that nicely, can't remember his name though…(not Kokuu although Kokuu is awesome aswell)

Well, I'm also going to say Tenshinhan from Dragon Ball. He's been getting more recognition in recent years though. But I remember years back that I'd get laughed at for saying he was one of my favorite DB characters. Don't really want to go into detail about it though.
Other characters I've always liked that have already been mentioned in this thread and I just want to second:
-Kakyoin (JJBA)
-Inspector Runge (Monster)
-G Gundam characters (G Gundam)
-Giant Robo characters (Giant Robo)
-Gaogaigar characters (Gaogaigar)I'll think of some that haven't already been added later. Most of my favorite characters always seem to be relatively minor.

I stopped reading after the micheal/lucifer fight when they all had breakfast together. Tell me if it gets better after that because I'll be honest, Chocolove coming back from the dead on his own and that kinda killed the series for me.

I agree 110 percent with Fullbody being underrated. His first appearance had me hooked. When I saw him return in the Jango cover spread, I was happy. When he teamed up with Jango, I had a fangasm, since I love Jango too. And when I saw both of them return, I thought they would get some real prominent roles in the series. What a let-down.

I'm hoping Hina makes a comeback soon. A significant one. All the more reason for another great Jango Fullbody dance off.
Mr. 7 is pretty underrated, but his design was somewhat…... drull, I guess I should say. A little more detailed than it needed to be with the hair and closed eyes. So the character is underrated, but the costume is rated fairly.

Takayanagi Masataka in Tenjho Tenge. He gets a really awesome fight in the first part of the show/manga, but after that, Souichiro just hogs all the spotlight.

Masataka has a truly kickass fight against Mawari Madoka in the manga. Bob, Masataka, and Tawara get quite a bit more attention after Souichiro finishes the huge fight against Mataza.

@lazzie: I wonder if it'll continue, though. I can see Souichiro vs. Mitsoumi, even though it would be majorly cool to have masataka fight his brother. Masataka is my favorite character, though, so maybe I just hope for anything.
@taleran: bunshichi is another one on the underrated list. Though he gets majorly whipped by Shin in that flashback. Of course, what are you supposed to do against a psycho armed with a nodachi?

Also, while not a manga character, Samwise Gamgee is underrated.

Yeah, Bob mostly just gets his ass kicked and then has sex afterwards, but as early as the bowlling alley fight Mitsuomi's been trying to recruit him, saying that he has enormous potential. Later on, Bob gets into a fight with Mawari Madoka, who is the swordmaster member of ~F~, gets his ass kicked for awhile, then discovers the true nature of his powers, and then starts to kick her ass before he faints from loss of blood. Then Masataka comes in, kicks Madoka's ass, and then that scene ends and goes into the fight against Fu Chien 2.0, who gets his ass annihilated by Masataka and Tawara.
Eh… the TenTen anime wasn't all that good, but few manga series have better fight scenes. I would LOVE to see Mataza vs. Souichiro and Kagiroi vs. Maya animated....
Yeah, since the Mataza arc was all about Aya and Souichiro, we very luckily get pretty heavy doses of Masataka, Bob, Tawara, and Maya not long after. Hell, in the current arc, Asshat is probably one of the most important characters. One of the major problems with Tenjho Tenge is that the mangaka always introduces dozens of characters without doing anything with them, only to expound upon them at length much later. Masataka and Bob almost seem like wasted characters until you get past the Mataza arc.
Also, fun fact: Franky and Tawara share the same voice actor. When I saw Franky animated for the first time, I recognized it immediately and practically jumped up and down.

Franky's VA also dubbed Dark Schneider in the Bastard!! anime. It was hilarious to hear DS speak with our favorite cyborg's voice.

I'm going to say that Hinata is underrated….hear me out!
Underrated in the sense that, due to hear beating by Neji, that some people think she can't even use basic Jyuken (sp) and seal chakra points. I mean, that seems like Hyuuga basics no matter how weak you are.
However, she's greatly overrated by her fan artists.

I think Yao's voice is perfect for Franky. It's just so… strange-sounding. he pulls off Franky's wackiness very well, and I can't wait to see him using his new attacks in the current manga arc.

Foxy had an amazing devil fruit but he looks like Ussop Jr. So nobody likes him.
Um… Zeff. He had traveled the Grand Line and was possibly one of the best "kickers" in history.
Hachi... he could control 8 swords (heavy swords, if I may add) at a time, could splurt ink and breathe underwater.
Paulie... a great shipwright and a cool character. After W7 arc was forgotten about.
Mr. 1 He was made out of freaking blades and could have mincemeated Zoro, but still is forgotten about.
Mrs. Doublefinger. She walks wierd and isn't very pretty, which is why she isn't popular. I mean, come ON, she had to fight NAMI, we didn't see like any of her potential. Spikes all over her? That could be insanely powerful, but Oda prefers to see Nami get held down and poked delicately.
Eneru. He had an amazingly powerful fruit. But since he lost so easily to Luffy, he isn't give much credit.
Chopper. He is seen as one of the weak people on the crew due to his low berry amount and cute appearance. But if anyone remembers monster chopper... you'll know why I think he is underated. -
Wapol. Everybody on the mis-used Devil fruit thread say he's the worst of the Devil fruit users (Bellamy is worse) but seriously, his was pretty sick. He just had no access to what he needed to power himself up, that's why he lost so badly. Besides, he can freakin' eat people in one gulp, and his japanese voice sounds EXACTLY like Gilbert Gottfried. And Robson, that helped his coolness factor too.
ATTN: People who don't think Franky's voice is good need to realize how SUPA!!!!! it is.

I guess I'm not the only one who noticed that.
Sure, Wapol was pretty much a dumbass, but I found him pretty hilarious, though. He did, however lack both the brains and the bladed weaponry nevessary to give Luffy much trouble, since artillery had never really been much effective on Luffy. I also though he was a great anime filler adversary, though he has yet to appear in any.
