I'm not so sure about that : I thought Chopper was able to understand the animals because he's an animal himself ; fish-men are not animals, they're some sort of evoluted humans.
But if fish-men can understand and speak to animals, that surely means there won't be a fish-man in the Mugiwara crew…
When did the fishman in davy back fight speak with animals of the sea? I don't remember.
And even if Arlong spoke to Momu, it only proves Momu could understand the human-language, not other way around.
Hachi seemed to understand all of those Fish's problems pretty well during his Mini Arc.

- in the Davy Back Fight Kapoty (fishman) the same,
- Arlong speak to Momu and the "cowfish" seems to understand perfectly.
Hasn't all theese pairs had some real history together?
couldnt it just be that they "understand" each other like all pet-master relationships?
Also if mer-/fish-men can understand animals living in the water couldnt it be so that they only can commmunicate properly while both parties is submerged? and in that case Chopper could be unable to understand animals underwater which would make chopper and any fishman complete each other rather then beeing carbon copies.

also if you are talking about sodom and gomorra they seem somewhat amfibic (both land and water) to me. Even if thats not the point, i was talking about communication not using air as a medium but rather water. and if anyone is going to argue that sound will remain roughly the same in water except for the speed im using possible manga logics to explain a possible senario.

Nah, it just seems that in OP animals can understand human speech. They express their ideas not in speech, but in actions, considering many cannot speak japanese.

I recall Crocodile saying that communicating with fish was a unique ability of Fishmen (but that might have been a mistranslation and he meant Merfolk). If the latter is the case that would mean Jinbe is the only Fishman so far to display this ability.
