Interesting concept, it would be interesting to see a stereotypical pirate like that in One Piece. But I still think Moria is simply all black skinned.

Ha ha, not bad. Although I think Moria might look a little more... frightening/creepy. Still, if Moria turns out to look exactly like your drawing, I wouldn't complain.
Your interpretation kind of has that... freaky Rob Zombie murderous hillbilly quality to it.
