How come there is not a few translations done in one piece like for example mr.1 the thing that is written on his stomach is not translated?

They are translated, but not edited.

I'm pretty sure they mentioned what it meant somewhere, you just didn't pay close enough attention or can't read.

I happen to remember that we put a note on that "Chest - 1" or something to that effect when he first threw Mr. 2's…"friends"...through the wall. It was hard to read I recall because the "camera" was panning upwards.
(If I am recalling incorrectly...I blame old age. And over use of double quotes.)Were there any other parts you noticed?

Yep I certainly remembe rit reading that it was an old way to say it.
They arn't gonig to edit it into a roman numeral 1 or make a note each time it's visible. It appears the firs ttime you see it. Anything more complicated goes into translation notes on teir website.

How come in one piece the gomu gomu no is never translated to rubber rubber in the subs for people who don't know the english words for gomu gomu no?

Because Luffy is saying Gomu Gomu.
Attack Text for Rubber Rubber would mess with the timing, I'd suspect.
