Hey, I'm an administrator on another forum, and we've got a problem member. I banned him after he made a couple of offensive posts, then he came back with a new username so I had to ban his IP (and these were even NASTIER). Now we have a new member who I suspect might be this guy again, but the IP is different and the posts he's made are very, very unusual.
Any advice on what to do?
Has he done anything to break the rules? If not then don't ban him. If he does, ban him.

Common courtesy is that if someone's signed up, always treat them like a new member to your forum no matter how suspicious they are. Only an arsehole would ban someone on suspicious grounds even if it is your right to exclude anyone you wish from the forum. This is because coincidences DO happen.
Give that person a warning. If they violate the rules, ban that person on the basis of the new violations, not from previous ones.

Yeah I would ban him for "Member bashing", at least that's your excuse. This guy just sounds like an idiot, so ban him (ignore what I said before

Also, you might want to get the other staff's opinion about this.

So far PigVomit has been just odd - the other guy was banned after a couple of nasty incidents, and then Whore Killer shows up with an IP identical to the other guy and almost immediately starts posting junk like that. I haven't banned the new guy (PigVomit) but the name doesn't seem like a typical choice. I'm keeping an eye on him and, if they turn out to be harmless enough, I'll kindly ask they change their name, but since we know this other guy isn't above getting a new account just to post stuff like that. . . I'm concerned.

Oh yeah, his ass is BANNED - and his second account ("Whore Killer") was deleted. I had to ban the IP address too, but what concerns me is whether or not he got his hands on an IP rotater.
As I said, if he gets unruly and starts violating rules, force him to change, warn him and only ban him as an ultimatum.
The wrong thing to do is like what "Can't sleep, clown will eat me", a dumbarse administrator at Wikipedia, did. There was some vandalism going on for certain articles so he banned the whole fudgin' spectrum of IP addresses from NORTHERN CALIFORNIA. Half of the bloody state!
Banning IPs doesn't just mean people have to log in to editing, it prevents log-ins and registering as well. A true nightmare for casual editors.
I'm not certain the new guys is the one we banned - thing is, most of this happened within the course of the past couple of days, so this might be him trying again. I can't tell. If he doesn't do anything I'll probably just ask him to change his name and be done with it.

If it was directed at me and I was a mod or admin, he's be IP banned before he could be redirected back to the post.
I can't stand disrespect to authority when I'm the authority. Well…I'll tolerate it a bit. But that message is clearly offensive, and the mods/admins are there to keep order, not be yelled at. While you don't want to make it seem to other forum users that you'll ban someone for looking at you funny, but at the very least that deserves a suspension for numerous reasons. Pick one that fits your morals:
Cussing at Authority
Disrespecting the Mods/Admins
On top of that, I would consider it part of my duty to make sure anyone that says something that offends the entire forum community would be punished. Insulting what at least 100 or maybe even 1000 members (assuming it's a small to medium sized forum) is pretty rude, and it's aimed at anyone who checks in on the board.
The middle one really isn't a problem, unless you have a rule against profanity or strong profanity.
Basically, it's your duty to show everyone that you'll keep the peace, and not be walked all over as the admin. If you let the first one slide, you're saying your fine with everyone being insulted. The other one is telling people you can be walked all over. Delete the posts, suspend him, and if he comes back and you find out he's the same guy from earlier, then ban his IP again. Eventually he'll run out of places to log in to.
