There both really pretty good. More so the first of the two. There's just something about the eyes of Luffy that don't sit well.

Okay I know I shouldn't say anything since I can't draw as good as this, but…
For the first picture. You need to put more depth. The body of Kakashi (im going to assume this is kakashi) looks like a square. The legs also have no depth, they look as if they don't have knees
For the second pic, the proportion of the hair looks a bit off. It should be raised a bit. For the eyes they're about to pop out, so you might not want to stress as much on the detail of the outline of the eyes. The neck also looks a little weird, then again Luffy's neck is sorta weird.
