Who the hell's the guy with the red marks on his face? He was shown in the "We Are" intro after Smoker. He just showed up in Logue Town also, Smoker knew he was, and we never see him again (at least I haven't).

Dragon, he first appeared the day Gold Roger died and has not reappeared until the day Luffy fought Smoker. (That's basically what they talked about)

They may have made it up, they may have had some inside info about that day specifically from Oda, especially since they added bits about Roger's execution in an earlier episode, am I right? But I really don't know, it could all be fiction for all I know. ;)

I wonder hoow long it'll take before Oda reindroduce him again. The last time we saw him was in a flashback in Drum island, he was in the picture hold by someone in the Order of Kings discussion. He was describe as a revolutionery man who will be the thorn of the government. Dragon being present after Gold D. Roger's death may be Toei-invented, I want to hear what comes out of Oda's mouth. Hurry up Oda and update this guy.

Possible minor spoilers for things past Drum…
I have a feeling we won't be seeing him again until this "pirate summit" people have mentioned a few times. Heck, we might not even see him then, but it seems like the most likely place for him to pop up again. Regardless, for someone we've only seen once and mentioned one time more, he sure has a way of popping up in conversation here, doesn't he? ;)

OK though I might be on the wrong track I just rewatched that certain scene and I came up with a possible alternate interpretation. First let me write down what exactly Smoker said after Luffy escaped:
"That bastard…What kind of gust was that...22 years ago, Gold Roger was executed. On the same day, that man appears and vanishes like a bolt of lightning. What does that..."
Then he stops because he just remembers the scene was shouting on the execution plattform that he will be the Pirate King.
Now the general theory that Smoker was refering to Dragon seems to be right, but then again I think that it´s not to far off that the above quote was refering to Luffy himself. Maybe it could be interpreted that way that Smoker thought "22 years later, on the same day,...". It at least would make much more sense because he´s a lot more concerned with the Luffy-Pirate King idea then with the fact that one of the most dangerous man in the world (Dragon) is actually in Loguetown. I mean isn´t Dragon the bigger fish to catch? Just an idea.
