Your entire theory assumes the number 22 is significant and not just some number Oda randomly decided on. How is finding any instance of a number leading up to 22 going to prove that? The reason your theory doesn't work is… let's take 3, for example.
3 = Admirals... but 3 also equals the number of swords Zoro has. The number of rumble balls Chopper needs to eat before going to monster point. The number of times Crocodile fought Luffy... and so on.
The numbers you listed are subject to change... you have things on the list that are the way they are currently, and things on the list that are the way they are supposed to be… like, for example, there are only 6 shichibukai right now. There are supposed to be 7. 2 ancient weapons right now. 6 logia users... right now. 8 strawhats... right now. There's supposed to be a pirate king, but there aren't any right now.
If you can pick and choose which goes where - mixing and matching supposed and current - then it isn't really a solid theory, now is it? It's the same as going:
1. One Piece!
2. King Bulls!
3. Rumble balls!
... all the way up to 22.
And I humbly note that you ignored all the other posts that explained why this theory is ridiculous.
