Say that the World Government resurrects Pluton and sics it on the Yonkou. If Pluton is all that people say it is, then the Navy + Pluton should be capable of dealing with then. Once those four are out of the way, then they can start focusing on other pirates.
Sooner or later, the World Government is going to start eyeballing the Shichibukai; we know Sengoku hates their guts and I can't see the Navy tolerating their presence a minute past the time that they stop being useful.
What if One Piece is somehow related to this kind of power? What if they control OP? If it's not something that can be controlled, do they at least possess it?
Uh… if the pirates are wiped out along with Dragon's Revolutionary Army, then that really cuts down on the list of people who will be looking for the One Piece. The World Government can afford to spend resources hunting it that they wouldn't have otherwise.
Anyway, isn't this notion of One Piece's power operating on the assumption that One Piece isn't just the sum collection of Roger's voyages? Honestly, I don't see why it has to be anything more than ungodly amounts of wealth with a few knick-knacks thrown in that would be of interest to the various crew members like Robin. Of course, that's assuming that Roger's treasure wasn't the straw hat that he left on Shanks' head when the kid first came on board his ship.
Anyway, I'm guessing that they don't possess it; if it were money, then it's been spent decades ago. If it were something more, then they would have used it against piracy already.
Of course, there's always the chance that they did find One Piece and that's what led them to Ohara, but it'd be a bleak ending if the Straw Hats arrive at Raftel to find nothing there or that the World Government beat them to it more than twenty years ago.
Do they want to control/possess it?
Why wouldn't they? If nothing else, it's the Holy Grail of Piracy and the One Piece being under their control would take away the chance of some pirate finding it and proclaiming himself Pirate King.
Does it even have any relation whatsoever?
I can't imagine the World Government not having a dog in the race where One Piece is concerned. If nothing else, his wealth likely came at the expense of its citizens.
Are they even the real enemies?
My guess is that they're going to function as a deus ex machina to put Teach where he needs to be at the time he needs to be there. I doubt it as a result. Hard to tell with Oda though; for instance, for all we know, Lafitte might be a Rokushiki user and the only reason Oda introduced the concept in the last arc was so that we'd be familiar with it by the time he gets ready to build up Teach's people into threats.

I was curious because the particular wording sounds like something that Terek would come out with.
I've said before that I like the depiction of it as I think that a government in its position with its resources, but I don't know if I'd call that a selling point of the series for people other than myself. I usually show people action sequences or something like Arlong's conversation with Bellemere if I want to show people what it's like.

So where are the Den Den Mushi? Why isn't the One Piece World in better communication? And what do the Yonkou have in terms of politics to put them on the level of the other two Great powers, which are backed by the WORLD Government?
Well, we've seen Den Den Mushi in the hands of the following:
The World Government and its various institutions
Baroque Works
The Yonkou
Outside of that, we haven't seen many of them that I can recall.
Considering the list of the above, it's likely that the World Government clamps down on the supply and only the exceedingly wealthy and powerful have access to them outside of that organization. That lets the World Government control the easy flow of information throughout the world.
I suspect that the World Government has a similar policy towards national navies and that the only large maritime organization permitted by law in the Odaverse is the Navy. This would make the various members dependent on Mariejoa for protection and would hamper their ability to make war on each other.
